CLOSED r, /�r 8 � Y i� C�RAC ADM[h[ MEMORANDUM TO: Julie Ann Woods, Community Development Director FROM: Sarah Oates, Zoning Officer RE: Aspen Institute and Aspen Music Festival—Insubstantial SPA Amendment ' DATE: August 2, 2000 SUMMARY: Amy Margerum, representing the Aspen Institute and Aspen Music Festival ("MAA"), is requesting an insubstantial amendment to the Aspen Meadows SPA to allow two events to run concurrently on August 20, 2000. As part of the representations during the approval process for Harris Hall (one aspect of the Aspen Meadows SPA), it was agreed that Harris Hall and the Music Tent would not be used for events simultaneously. The applicant is requesting this stipulation be waived for one day so that the Aspen Institute can hold a special event in Harris Hall and the MAA can proceed with the regularly scheduled rehearsal. Staff has reviewed this proposed amendment and recommends administrative approval by the Director. APPLICANT: Aspen Institute and Aspen Music Festival, represented by Amy Margerum. LOCATION: Aspen Meadows ZONING: A SPA. REVIEW PROCEDURE: Insubstantial amendments to an approved SPA may be approved by the Community Development Director, pursuant to Section 26.440.090. STAFF COMMENTS: Review criteria and Staff Findings have been included as Exhibit"A." The applicant's request is Exhibit"B." RECOMMENDATION: 1 Staff recommends the Community Development Director approve this Insubstantial SPA Amendment to allow the Aspen Meadows and MAA to hold concurrent events on August 20, 2000. APPROVAL: I hereby approve this Insubstantial Amendment for two concurrent events at the Music Tent and Harris Hall on August 20, 2000. A change in the use or character of the development. Staff Finding: This proposal does not change the use or character of the development. 2. An increase by greater than three (3)percent in the overall coverage of structures on the land. Staff Finding: There will be no change in land coverage with this amendment. 3. Any amendment that substantially increases trip generation rates of the proposed development, or the demand for public facilities. Staff Finding: Although trip generation will be impacted by this proposal, the applicant has proposed ways to offset this. The Aspen Institute is promoting the Cross Town Shuttle and some of the attendees of the Aspen Institute are staying on campus. Both efforts will help reduce trip generation. 4. A reduction by greater than three (3) percent of the approved open space. Staff Finding: With this proposal there is no reduction of open space. 5. A reduction by greater than one (1)percent of the off-street parking and loading space. Staff Finding: The applicant is not requesting an amendment to the existing or required number of parking spaces. 6. A reduction in required pavement widths or rights-of-way for streets and easements. Staff Finding: The applicant is not proposing changes to right-of-way widths. 7. An increase of greater than two (2)percent in the approved gross leasable floor area of commercial buildings. Staff Finding: The applicant is not proposing changes to the gross leasable floor area of commercial buildings. 8. An increase by greater than one (1) percent in the approved residential density of the development. Staff Finding: The applicant is not proposing a change in the residential density. 9. Any change which is inconsistent with a condition or representation of the project's original approval or which requires granting a further variation from the project's approved use or dimensional requirements. Galena Aspen, CO 81611 Dear Julie Ann— As you may know, The Aspen Institute is holding its 50th Anniversary celebration August 19-22, 2000. Most of the 50th Anniversary events are taking place in the Benedict Music Tent during the 4 days. The scheduling and logistics of the event are complex as we try and create an event that will be a seamless integration of our special event and the Music Festival's last weekend of the summer season. On Sunday, August 20th, we are holding a morning program from 9:00 a.m.-11:15 a.m. especially for our contributors, prior to the day's events in the tent. Our contributors/members are a group of about 400 people who have supported us throughout the years. Due to the fact that this is a special historical event for us and we want to make it a special event for our supporters, we would like to hold this morning eventt in Harris Hall. 1Viii 3.30 a.iii—11.30 a.iii., hC; e will be an Aspen Music Festival rehearsal taking place in the Tent, I OUO North Third Street Therefore, we are asking you to sign off as Planning Director that we Aspen,CO 81611 are in substantial compliance with the condition placed on the MAA that they could not hold simultaneous events in Harris Concert Hall Pt!970.544.7905 and the Tent. FX 970.544.7908 Although I know that traffic and parking are the main issues that went atnymC'aspeninstitnte.org into including this condition in the approvals, I strongly feel that the impacts on the West End neighborhood will be negligible for this nn v.aspeninstitntmorg particular case. Music Festival rehearsals do not draw the same amount of attendees as a concert, and our morning event will be ■ attended by people coming to the day's events anyway. Some of our Julie Ann Woods Page Two attendees will be staying on our campus or will be transported by shuttle or bus. We will be educating our participants throughout the summer that the Cross Town Shuttle is an excellent mode of transportation to and from our campus, hopefully mitigating the traffic and parking impacts. If you believe this needs to go before City Council at a brown bag lunch or a Council meeting, I would be happy to attend.
