DATE: October 23, 2000 SUMMARY: The Community Development Department received a request for an Amendment to the Moore PUD Plat to change the street name of "Zoom Flume Lane to Cascade Lane Pursuant to Section 26.445.100, Amendment to a POO Development Order. A street name change requires City Council approval, and the technical aspect of the plat amendment can be administratively handled by the Community Development Director. Staff recommends that City Council approve the request to chauge the name of "Zoom Flnme Lane" to "Cascade Lane". APPLICANT: Residents of Zoom Flume Lane, Represented by Tim Terral. LOCATION: Access off of Moore Drive that is currently named "Zoom Flume Lane". BACKGROUND: The Moore Planned Unit Development was approved in 1999 by the Board of Pitkin County Commissioners. The street "Zoom Flume Lane" currently serves as the access for 6 single-family residences. STAFF COMMENTS: With respect to the requested street name of "Cascade Lane," staff has solicited the Engineering, Fire, Water, Stre.ets, and Police Departments as well as the City GIS (mapping) division, Communications Center and U,S, Post Office to find out whether there are any concerns with the proposed street name. Staff has not been told of any problems or concerns regarding the proposed name, nor would the proposed name duplicate the name of any existing street within Pitkin County. Staff recognizes that potentially the name "Zoom Flume" has historic significance. According to Tommy Moore of the Moore Family, the previous owners of the land, the name came from the nearby cross-country ski trail. Local historian Ramona Markalunas indicated to staff that in the general area of "Zoom Flume Lane" and the "Zoom Flume Nordic Trail", there existed at one time two water flumes that converged and the water would speed up considerably, hence the name "Zoom Flume". Taking the historic nature of the name into account, staff believes that because the nearby nordic ski trail will continue to bear the name 1 of "Zoom Flume", the historic place name wiIl not be lost to the community. Given this, staff is recommending approval of the street name change to "Cascade Lane", If the street name is approved by City Council, the Community Development Department wiIl administratively handle the Insubstantial Plat Amendment. In order to qualify as an Insubstantial Amendment to the PUD development order, the request must not violate any of the provisions of Section 26.445.l00(A). The provisions of said section of the code follow, along with staff s response. I. A change in the use or character of the development. RESPONSE: Naming the street is a minor change to the plat. Staff believes that the historical significance of the name "Zoom Flume" wiIl be maintained by the "Zoom Flume Nordic Trail" and that the character of the development wiIl not be changed. 2 An increase by greater than three (3) percent in the overall coverage of structures on the land. RESPONSE: The amendment does not increase the overall coverage of structures on the land. 3. Any amendment that substantially increases trip generation rates of the proposed development, or the demandfor publicfacilities. RESPONSE: Trip generation and demand for public infrastructure are not affected by this alteration to the PUD, 4. A reduction by greater than three (3) percent of the approved open space. RESPONSE: The amount of open space will not be reduced by the proposed amendment. 5. A reduction by greater than one (1) percent of the off-street parking and loading space. RESPONSE: The applicant is not requesting an amendment to the existing or required number of parking spaces. 6. A reduction in required pavement widths or rights-ol-way for streets and easements. RESPONSE: The applicant is not proposing changes to right-of-way widths. 2 7. An increase of greater than two (2) percent in the approved gross leasable floor area of commercial buildings. RESPONSE: The applicant is not proposing changes to a commercial building. 8, An increase by greater than one (1) percent in the approved residential density of the development. RESPONSE: The applicant is not proposing a change in the residential density. 9. Any change which is inconsistent with a condition or representation of the projects original approval or which requires granting ajUrther variation from the project's approved use or dimensional requirements. RESPONSE: The proposed amendment is consistent with the project's original approval. RECOMMENDATION: The Community Development Department recommends that Council approve the attached Resolution, allowing the residents of "Zoom Flume Lane" to change name of their access "Casc.ade Lane". RECOMMENDED MOTION: "I move to approve Resolution Number 138. Series of 2000, allowing the residents of Zoom Flume Lane to change the name of their street access to "Cascade Lane". He used Zoom Flume in honor of the historical Zoom Flume of which you spoke. He also named his Company after Zoom Flume. I believe there may be a sensitivity there but it isn't in this corner. We knew thatthe homeowners wanted to change the name. We aren't quite sure why but it is only a disappointment for us - it might be more important to Tommy Moore and his mom? In any event, if they get away with the change, we want to reserve the name to use somewhere else on site if we can, please. Obviously it was approved once so can we keep the approvals? I have asked the applicant to get letters of consent from all of the property owners on Zoom Flume Lane, Please call me at 920-5104 if you have any questions or concems about this street name change or return written comments to me by September 25, 2000, at which point a resolution regarding the name change will be presented to City Council. We have tentatively scheduled this to be reviewed by City Council on October 10th.
