MINUTES OF DECEMBER 5, 2012
Bill Dinsmoor called the meeting to order at 8:30 a.m. Commissioners in
attendance were Siam Castillo, Kiki Raj and Terry Butler. Absent were Andrew
Kole, Don Sheeley and Riley Tippet.
Minutes: Terry moved to approve the minutes of November 14th second by Siam.
All in favor, motion carried.
Charles Cunniffe and Associates
Bidwell building proposal— corner of Galena and Cooper mall
Charles said the second floor is set back on the Bidwell building and there will be a
patio around the retail area. The desire is to do a replacement and not ask for
mitigations or variances. The second floor is set back 23 to 24 feet. From the
previous proposal people in town felt that they were losing the corner so the client
proposed a one story with a second floor that sets back. The alley corner is
engaged and the glass storefront goes around to the alley which enhances that
corner.
Bill said Terry has every right about being concerned about development next to
her lodge and the possibility of losing clients from the noise and construction.
Charles said there is also a partial basement for storage.
Terry said her concern is that her people/clients need to sleep.
Charles said we will work with Terry and work out a construction schedule.
Terry said they have talked about construction and doing the second floor first.
Gap building - 204 S. Galena
Charles said there are five shops on the Galena Street side and a restaurant on the
second floor. It is basically a one-story building with a restaurant on the second
floor that is set back. You would enter the restaurant from Hopkins Ave side.
There would be an outdoor deck outside the restaurant. Our client owns the Gap
building and the Bidwell building. He has a house on Red Mountain and is from
Chicago.

The material selection on the Gap is Indiana limestone buff color. The windows
would be bronze and the restaurant would be glass so you can look out.
Terry asked when they anticipated starting? Charles said we want to be ready to
go by April which is the start of the construction season.
Kathy asked about the construction staging. Charles said they have a meeting mid
December regarding the construction.
Kathy said her concern is the Aspen Saturday market and the loss of space due to
the Gap construction and Aspen Core on Hyman Ave.
Charles suggested eliminating half of Hopkins Street or extending the market up
Hunter one block.
Escobar
Ian Perry said he is one of the partners in Escobar. His idea is to do a holiday
stroll. Ian said he is working with the businesses to get them involved in
decorating their stores. One idea would be to stroll around the mall on Hopkins
and have some champagne.
Terry asked how are you going to get people there?
Ian said we need to get business involved and they need to dress their windows up.
Kiki suggested an aspen sales tax amnesty for that day.
Siam said she likes the idea and is willing to hand out little bags of beads.
Terry said you need to try to create some fun and get people downtown.
Bill said any effort to get something on that block done would be wonderful.
Terry moved to adjourn; second by Siam. All in favor motion carried.
Meeting adjourned at 10:00 a.m.
