Staff recommends that a referral be given to the City of Aspen Parking Department to identify any parking concerns that they may have regarding the dinner events at Gwyn's Restaurant on Aspen Mountain. Thank you for the opportunity to provide comment on this County application. ^ (""\ ct" J~ 'p:\ ~~ 6 "( ~4-4~,\ IIIU .GWYN'S RESTAURANT ON ASPEN MOUNTAIN January 15, 2001 TEMPORARY USE PERMIT- ASPEN BUDDY PROGRAM BENEFIT DINNER AND 8 OTHER DINNER EVENTS REQUEST: Gwyn's is requesting a temporary use permit to host evening functions at Gwyn's Restaurant on Aspen Mountain, The first being a benefit on February 10, 2001 and eight other evening events, dates to be determined in February and March, 2001. See Attachment B. Please note that the dates we have proposed do not conflict with any nighttime operations scheduled at the Sundeck Restaurant. There are two parts to this application, which are combined forexpediency into one application at the recommendation of County Planning Staff. The first part is a request for permission to host a benefit dinner for the Aspen Buddy Program and the second is a request for permission to host eight subsequent evening functions within the same parameters as the proposed benefit. BACKGROUND: Gwyn's, which is now an independently leased restaurant, would like to provide a unique dining experience for Aspen/Snowmass guests and our locals. When the Aspen Mountain Master Plan was drafted and approved, the resta!lrant was operated by the Aspen Skiing Company. As Gwyn's, we would like to, through the Temporary Use Permit process, host a limited number of evening functions at Gwyn's on Aspen Mountain this winter on a trial basis, The Aspen Mountain Master Plan denied the use of La Baita Restaurant and lift lA for 10 nighttime events during the winter ski season. Gwyn's is proposing nighttime use utilizing snowcats, not lift 1 A as proposed in the ASC application. Snowcats will blend in with the existing grooming operations, Lighting impacts will be the same as or less than currently exists, Noise will be minimal and contained within the restaurant and will desist by 10:00 p.m, Per Cindy Houben's memo to the Board on February 23,2000 regarding the Food & Wine/Sundeck Party Temporary Use Permit, "The Aspen Mountain Master Plan lists "Special events, including weddings, concerts, children's activities, private parties, worship services, and other group events" as activities allowed by right all year, but does not specify locations where, or times when, these events could occur," r-,,\ PITKIN COUNTY COMMUNITY DEVELOPMENT DEPARTMENT TEMPORARY COMMERCIAL USE/SPECIAL EVENT PERMIT APPLICATION 1. I acknowledge that this temporary commercial use/special event permit shall be subject to the following restrictions: A. The County may revoke a temporary commercial use/special event permit prior to or during the event if the permit tee violates any of the conditions or requirements of the permit. B. The County may require the permittee to participate in post event debriefing with referral agencies, affected citizens and other interested/involved parties to address issues that arose during the event. C. The County may require the permittee to post financial security to endure compliance with any of the conditions or requirements of the permit. D. Ifa major incident or emergency occurs in the County during the event, the Sheriff reserves the right to remove any and all emergency medical, fire and law resources from the event. E. The Community Development Director may refer the application to the BOCC for consideration following the Committee's review. F. The permittee shall adhere to all representations make in the application and in public meetings. The following safety measures will be in place during the event. A. Gwyn G. Knowlton or Lallra Maine Will qe on site during the event. B. A safety briefing will be condllcted with staff prior to the event. C. Safety Plans include: i. Snowcat drivers will hay~ radio communil;.ation. All snowcat drivers have advanced fir~! aid. or EMT trliilling, ii. Ski Patrol will be on premise to address any medical emergencies during the event. 111. Telephone communication with emergency personnel will be available. IV. Base of lift 1 A will be the site of emergency transportation if necessary. D. No special safety facilities are needed. E. No inclement weather contingency plans are necessary. Guest transport and emergency evacuation is by All-Weather Snowcat Vehicles. 3, In the event of an emergency, patrol will initiate the 911 system that is currently in place, ,,-.---,\ f""', . POSSffiLE PUBLIC CONCERNS AND EVENT RECOMMENDATIONS: 1. Currently trained restaurant waiters and bartenders will staff this event. 2. Ski patrol will be on hand to manage any emergency medical issues, if the County felt it was appropriate, 3. Snowcat transportation will blend in with existing nighttime grooming operations. 4. There should be no impact on wildlife as all transportation will be by snowcat. 5. Lighting will be decreased significantly on the evening of the event, as candlelight will be used in the dining room. Currently the caretaker and his family use the dining room in the evening and have regular lights on. 6. Music will be contained within the restaurant and will not affect any property owners because of the restaurant's location on the mountain. 7.
