Chris Bendon Community Development Director City of Aspen MEMORANDUM TO: SARA NADOLNY,CITY OF ASPEN PLANNING DEPARTMENT FROM: JOSH RICE,P.E.,ENGINEERING DEPARTMENT SUBJECT: LOT 1,STAGE RD PUD REVIEW DATE: SEPTEMBER 13,2012 CC: The Engineering Department_requires that the existing drainage pattern not be disturbed by the proposed berm and earthwork. Existing Drainage Condition At the location of the southern building envelope, run-off flows downhill in a generally northern direction to a flat spot in the southeast quadrant of the lot. Flows then turn east and continue down the slope to Maroon Creek. At the location of the northern building envelope, run-off flows downhill in a generally southern direction to the same flat spot before turning east and flowing downhill to Maroon Creek. Proposed Work Two grade changes are proposed as shown on Sheet No. A1.2. A berm is proposed along the southern building envelope line and earthwork is proposed along the northern property line. The earthwork proposed along the northern building envelope line does not change the flow pattern. The increased slopzwill increase flow velocities and therefore, care should be taken to properly re- vegetate and restore the slope. Brian Flynn of the Parks Department has described the re-vegetation and restoration requirements in an August 27, 2012 memo. Flow Mitigation The berm proposed along the southern boundary will dramatically change the flow pattern. As proposed, flows will now flow down more of the Maroon Creek slope and increase the slope area subject to erosion from run-off. Instead, the berm needs to be regraded in a manner so that the run- off is routed to the existing drainage location. The existing drainage location is described by an arrow on Sheet No.A1.2. Per City Code 13.20 an approved tree permit will be required before any tree is removed or impacted under the drip line of the tree. Please note, native vegetation greater than 3 inches in diameter requires a removal permit. If a permit is necessary, contact the Parks Department at 920-5120 or download the permit at www.aspenl2itkin.com on the Natural Resource page, click on the 2012 tree permit tab. 2. Mitigation for removals will be paid cash in lieu or as part of a detailed restoration plan for on-site planting per City Code 13.20. Tree Protection: 1. A vegetation protection fence shall be erected at the drip line of each individual tree or groupings native vegetation on site. This fence must be inspected by the city forester or his/her designee (920-5120) before any construction activities are to commence. No excavation, storage of materials, storage of construction backfill, storage of equipment, foot or vehicle traffic allowed within the drip line of any tree on site. There should be a location and standard for this fencing denoted on the plan. This is critical and required at the 15 foot setback from top of slope. Re-vegetation/Restoration: 1. Parks requires approval of a full re-vegetation or restoration plan that should include seed mix, plant species, irrigation and a noxious weed control plan. Approval of a landscape permit is contingent on an approved re-vegetation plan. The following specifications will help in the design and plan for restoration of the site: City of Aspen Restoration Specifications A. The contractor is required to restore the disturbed area to City of Aspen standards. A plan will be required for review and approval and shall include, but not be limited to; seed mixes and amounts, plant materials and amounts, proper plans for installation, seeding and irrigation. The Parks Department is available to meet with the contractor prior to submitting a design. B. At the completion of the work,the Parks Department,will meet on site to inspect and sign off on the finished work and give approval for completion of the restoration. All areas of disturbance shall be restored to the following standards: Top Soil: All disturbed areas shall be restored with a minimum of eight(8) inches of topsoil. Top soil shall be sifted and free of structural materials. Top soil should be integrated into the disturbed area in order to match existing grades. Parks Department Staff will need to inspect soil quality and depth. Seeding Procedure: Hand broadcast in areas of disturbance (phase one of seeding is complete coverage of area,phase two is distributing seed at a 90 degree angle to the phase one distribution) 1. Rake seed into soil 2. Hand broadcast Bio-sol fertilizer 3. Cover area with certified weed free straw 4. The building envelope lies Lu between two knolls and opens to the east along the bank of Maroon Creek. It also is in close proximity to the Maroon Creek Bridge. The Applicant wishes to develop an extension of the southerly knoll to the north along the east building envelope boundary in order to partially screen the bridge from view, as shown on the attached grading plan, Sheet A1.2. The extended knoll will eventually be planted in conformance with the existing Insubstantial PUD Amendment, Exhibit Map Page 9 of 9.This"berm" planting map calls for the prescribed planting to occur along the property lines between adjoining parcels throughout the subdivision, as well as "any new or expanded berming", to promote privacy between the residences to be built thereon. Thus, the proposed re-grading and eventual prescribed planting will be in harmony with the intent of the subdivision master plan. For this application, the re-contoured area will be seeded with Pitkin County Dryiand Pasture iviix and covered with erosion control natural blankets with rapid grow netting. I believe this will maintain the natural appearance of the property until eventual residential development takes place.
