Meeting Minutes
December 2012
2:30-4:30 PM
In Attendance:
Board Members: Scott Writer, Gordon Gerson, Karen Pillsbury, Sue Smedstad and
Brooks Bryant.
Staff Member(s): Tim Anderson, Jeff Alden, Jon Larson, and JoJo Smith
Public: No Public
L Call to Order— Scott Writer called the meeting to order.
Committee member comments and announcements: No comments.
Public Comments: No comments.
Staff Comments: No comments.
Approval of Past Minutes: The minutes from 11-06-12 were approved.
II. Discussion Items:
1. Policies &Procedures (protocol for ice allocation, instructor policies and
Learn to Skate): There will be another ice allocation meeting with the ice
user groups on 12/5/12. This meeting will be for ice use next winter. Tim
would like to start all over. He would like all of the groups to sign off on new
rules and policies.
Scott stated there is no room for the ice user groups to grow with the current
ice allocations. The only available times are before 6 AM and after 11 PM.
Sue suggested just having local kids only.
Scott would like to have public skate end at 4:30 PM with it ending earlier on
Wednesdays due to the early release of school kids that day. The
programming for ice users would start at 4:45 PM on the other days after an
being tossed out of practice sessions, games and competition. The user groups
would like to have the support of the city in dealing with these individuals.
This includes harassing individuals, disruptive psychological behavior as well
as extreme actions such as punching. Tim stated there is a difference between
criminal and behavioral offenses.
Karen stated she would like this individual or group to be unbiased or not
having a conflict of interest. Tim's name and the Advisory Committee (AC)
were mentioned as being that unbiased individual or group. Sue stated she
would be uncomfortable in this position. She stated this is a volunteer
advisory position. Tim will get with the city attorney for appropriate language.
The city attorney would also need to review all of the policies. The AC
members agreed that whatever the outcome the kids should not suffer due to
any of these actions.
