MINUTES OF May 1, 2013
Chairperson, Don Sheeley called the meeting to order at 8:30 a.m. Commissioners
in attendance were Kiki Raj, Bill Dinsmoor, Terry Butler and Riley Tippet.
Absent were Andrew Kole, Siam Castillo and Hana Pevny.

Ashley Pearl —Environmental Health
MOTION: Riley moved to approve the minutes of April 17th second by Terry. All
in favor, motion carried.
Ashley said the city did a code amendment and trash/compactors will now be
reviewed and signed off by Environmental Health. Trash containers need to be
contained on site and not in the alley. There are specific dimensional
requirements. The compactors in the Red Onion alley are not working. People
leave their trash out on the side.
Riley said we need to have someone on call to fix the compactor.
Ashley said they are trying to get together with the businesses and see what can be
accomplished.
Mall Leases and outside seating.
Pacifica, Square Grouper, Finbarr's and Ryno's presented their mall lease/
encroachment proposals. Finbarr's met with the fire department regarding an
expansion west which was approved. Pacifica and Square Grouper had no
changes. Square Grouper is taking over the space that was Elevations. They have
a liquor hearing May 14th
Ryno's presented their drawing which will be contingent on Engineering approval.
Finbarr's said they have a requirement from Environmental Health to provide a
sink/ washing area.

Bill requested that Environmental Health come to the next meeting to discuss the
requirements etc.
Riley said we need to look at the mall lease and see if changes need to be made.
Kathy said she has concerns with refrigerators etc. in the middle of the mall.
Dan Nelson, parks department said if electricity is to be used a meter has to be
installed.
Bill said those that didn't make the hearing should come to the next meeting May
15'. Gisella's, Justice Snows, Takah Sushi and Ellina's.
We Cycle —Mirte Mallory
Mirte said they are a 501 C3, non-profit. We are promoting increase of bicycle
uses. The bike sharing is taking off all over the world. There are 500 programs
worldwide. The idea is to go point to point. There are 12 stations in our down
town core. The bikes are 100% solar powered. There will be 11 to 24 docks.
The bike share programs is in 30 minute increments. You can return your bike to
any station. With the stations they are solar powered and can be moved. We will
have 100 grey bicycles and there is an Aspen basket design. We will take down
the stations in October.
MOTION: Riley moved to adjourn; second by Kiki. All in favor, motion carried.
