DATE: July 23, 2001 SUMMARY: The Community Development Department received a request for an Amendment to the Moore Pun Plat to change the street name of "Serviceberry Drive" to "Five Trees Lane" pursuant to Section 26.445.100, Amendment to a PUD Development Order. A street name change requires City Council approval, and the technical aspect of the plat amendment can be administratively handled by the Community Development Director. Staff recommends that City Council approve the request to change the name of "Serviceberry Drive" to "Five Trees Lane". APPLICANT: Residents of Serviceberry Drive, Represented by Lisa Houston. LOCATION: Access off of Moore Drive that is currently named "Serviceberry Drive". BACKGROUND: The Moore Planned Unit Development was approved in 1999 by the Board of Pitkin County Commissioners. The street "Serviceberry Drive" currently serves as the access for five single-family residences. STAFF COMMENTS: With respect to the requested street name of "Five Trees Lane," staff has solicited the Engineering, Fire, Water, Streets, and Police Departments as well as the City GIS (mapping) division, Communications Center and U.S. Post Office to find out whether there are any concerns with the proposed street name. Staff has not been told of any problems or concerns regarding the proposed name, nor would the proposed name duplicate the name of any existing street within Pitkin County. The street name of "Serviceberry Drive" is very similar to that of "Serviceberry Lane" which is located in Snowmass Village. For purposes of emergency services, according to the Pitkin County Addressing Guide, no street shall be given a similar name as another in Pitkin County. Given this, staff is recommending approval of the street name change to "Five Trees Lane". ~ r; i: P.; I If the street name is approved by City Council, the Community Development Department will administratively handle the Insubstantial Plat Amendment. In order to qualify as an Insubstantial Amendment to the PUD development order, the request must not violate any of the provisions of Section 26.445.100(A). The provisions of said section of the code follow, along with staff s response. 1. A change in the use or character of the development. RESPONSE: Re-naming the street is a minor change to the character of the development. 2 An increase by greater than three (3) percent in the overall coverage of structures on the land. RESPONSE: The amendment does not increase the overall coverage of structures on the land. 3. Any amendment that substantially increases trip generation rates of the proposed development, or the demand for public facilities. RESPONSE: Trip generation and demand for public infrastructure are not affected by this alteration to the PUD. 4. A reduction by greater than three (3) percent of the approved open space. RESPONSE: The amount of open space will not be reduced by the proposed amendment. 5. A reduction by greater than one (1) percent of the off-street parking and loading space. RESPONSE: The applicant is not requesting an amendment to the existing or required number of parking spaces. 6. A reduction in required pavement widths or rights-of way for streets and easements. RESPONSE: The applicant is not proposing changes to right-of-way widths. 7. An increase of greater than two (2) percent in the approved gross leasable floor area of commercial buildings. RESPONSE: The applicant is not proposing changes to a commercial building. 2 f""'1 i""""\ I 8. An increase by greater than one (1) percent in the approved residential density of the development. RESPONSE: The applicant is not proposing a change in the residential density. 9. Any change which is inconsistent with a condition or representation of the project's original approval or which requires granting afurther variation from the project's approved use or dimensional requirements. RESPONSE: The proposed amendment is consistent with the project's original approval. RECOMMENDATION: The Community Development Department recommends that Council approve the attached Resolution, allowing the residents of "Serviceberry Drive" to change the name of their access to "Five Trees Lane". RECOMMENDED MOTION: "I move to approve Resolution Number , Series of 200 I, allowing the residents of Serviceberry Drive to change the name of their street access to "Five Trees Lane" with the following conditions. I. Within 180 days of this approval, the applicant shall complete an Insubstantial Plat Amendment to update the Moore Planned Unit Development plat in accordance with the approvals contained herein. 2. New street signs shall be purchased by the applicant through the City Streets Department. The sign(s) shall be installed in a location approved by the Streets Department, and any costs associated with the installation ofthe sign(s) shall be borne by the residents of Serviceberry Drive. The applicant has a letter of consent signed by all of the property owners on Serviceberry Drive authorizing the name change. There is already a street name of Serviceberry Lane in Snowmass Village. It appears that when the street name of Serviceberry Drive was approved that a duplication error occurred. Please call me at 920-5441 if you have any questions or concerns about this street name change or return written comments to me by July 12th, 2001, at which point a resolution regarding the name change will be presented to City Council.
