Bleeker, Aspen, Colorado Site Location: Block 58, Part of Lot C, Lot D, and Part of Lot E. City 01 Aspen Site Size: 6000 s.f. (60'xl00') Zone: R.6 Medium Density Residential BACKGROUND Dr. and Mrs. Edward Watson and their two children have recently moved back to Aspen and purchased the house located at 121 W. Bleeker as their permanent residence. Dr. Watson Intends to resume his OB-Gyn practice in Aspen and will therefore require immediate access to an automobile unencumbered by snow or distance from the house In order to responsively meet the medical needs of his patients. (It is of significant concern to the applicant that he would have to walk a considerable distance to a remote parking spot and/or shovel snow away from a plowed-in vehicle before departing to attend to a medical matter). The 121 W. Bleeker house has no garage, and accordingly, the Watsons wish to add an attached garage to the house. The only available on-slte location for this garage is in the southeast comer of the rear yard and will require the setback variance requested herein. A significant factor contributing to the need for this garage is the extremely limited on- street parking available to the 121 W. Bleeker property: i. The house is located on the south side of Bleeker St across from the elementary school playground. The north side of Bleeker Is lined with "NO PARKING ANYTIME. SCHOOL BUS LOADING ZONE" signs attached to the playground fence. Ii. School functions and other public uses of the school facilities cause demand for the available parking on the south side of Bleeker. Iii. The block on which the Watson house is located has only 3 single family houses, all fronting on Bleeker. The other uses on the block Include the Hotel Aspen and the Asia restaurant Although the hotel has off-street parking the restaurant does not and the pressures on curbside parking from patrons of these businesses is considerable. During the peak tourist season this past winter the Watson's experience was that there was no available curbside parking in front of or near their house. iv. In winter, plowed snow from Bleeker Street is stacked on the south side of the street where it is shaded from exposure to the sun and therefore accumulates throughout the winter, further constraining available curbside parking available to the Watson's and their neighbors. ----...-".1.. ... Watson - Variance 7 August 1991 Page Two VARIANCE REQUEST The variance respectfully requested is to reduce the required 5 foot minimum setbacks for the garage portion of a principal building at the rear yard and one (east) side yard to 6 inches. This 4'-6" reduction in required setbacks is necessary to enable the addition of a two-car attached garage to the existing house In the only available location for a garage on the subject property. Further, the requested 4'-6" variance Is the minimum variance possible that would permit the addition of a garage with workable Interior clearances for one vehicle each for Dr. and Mrs. Watson. The location of the proposed garage Is such that it would be bordered on Its south side by the alley of Block 58 and on Its east side by a 20 foot wide public right-of-way. (This right-of-way- exists as a continuation of the Block 58 alley, a portion of which was evidently vacated by the City when the Hotel Aspen was redeveloped in recent years In such a way that It crossed through the then existing alley.) Additionally, the Land Use Code requires that the combined depths of the front and rear yards may not be less than 30 feet and the combined widths of the two side yards may not be less than 15 feet. The combined depths of the existing front and rear yards is 18.4 feet which is non-conforming. The proposed garage would not increase this non- ? conformity. The combined widths of the existing two side yards is 23.7 feet. The . proposed garage would reduce this to 12.5 feet which would require a 2.5 foot variance from the required combined side yard width. A clear hardship exists in that the prevalent land-uses existing on the block upon which the Watson house is located are commercial (lodging and restaurant) and generate inordinate demand for on-street parking. This hardship is further pronounced by the existence of the school property, across the street from the Watson house, with Its "No Parking Anytime" regulations. The variance requested is consistent with the Aspen Area Comprehensive Plan and the City of Aspen Land Use Regulations in that It will enable the provision of additional off- street parking, thereby eliminating some of the competition for cUrbside parking on a street with high demand for that parking. Garages at the rear of single family lots are prevalent throughout this zone district and neighborhood. Further, the location of the proposed garage will have no impact on the light, air or views relative to any neighboring property.
