The Applicant states as grounds for the granting of the variance that there are practical difficulties and unnecessary hardships in the way of carrying out the strict letter of the zoning laws prohibiting encroachment into established view planes; that special or extraordinary circumstances apply to the sUbject property that do not apply to other properties in the same vicinity or zone; and the general purpose of the comprehensive purpose of the general plan.
