PRESIDENT July 1, 1976 City of Aspen Box V Aspen, Colorado 81611 Attention: Zoning Committee, Board of Adjustment Subject: Case No. 76-11 Dr. Robert E. and Mary Dean 205 West Hopkins Street Lots H & I Block 53 Gentlemen: We have received your Notice of Public Hearing which will take place on July 8, 1976 at 4:00 P.M. regarding the above subject case and since my property is next door from this application for variance of the building code, we feel obligated informing vou of our ob4ections. We are of the opinion that the square block on West Hopkins and Hyman Avenues between South 1st and 2nd Streets is now much too overcrowded and there maybe should be restrictions against future construction especially when it requires a variance from the provisions of the zoning ordinance, chapter 24, official code of Aspen. We beliece if you check the records that you will find in this square block that there have been in the past few years too many subject variances to the zoning ordinance. One, for instance, is the building on the corner of 1st and Hyman Streets which is immediately across the alley from the subject case. We have no objection to slow growth in the Aspen area but we do feel parking is one of the greatest problems and should be of the utmost concern to you in issuing not only new building permits but especially in issuing variances to the building code. Parking is definitely a problem in the square block mentioned above and by adding additional beds to this area will further increase this problem. It is getting more and more difficult for your snow plows to effectively plow this area. . Unit 11 is occupied by the owner the majority of the time. The other two units are occupied by employees in the city of Aspen. We desire to add a basement to be used for central heating, hot water heater and storage. The basement will be covered by a living room and stairs going to the second floor loft area. Granting of this variance will not increase bedrooms, density or parking facilities but, will allow headroom for the loft area plus a view.
