This variance was originally granted in September of 1973. The second floor apartment occupancy has only one means of egress. Although the existing exit is within code, the owner wishes to increase safety of apartment tenants. It is the contention of owner that alley traffic and attendant noise caused thereby have created a situation whereby the rear apartments (3 of 5) are in danger of becoming unfit as living quarters.
