Lt, 62*4 ~34 (Series of 1989) AN ORDINANCE ~SIGNATING 100 EAST BLEEKER STREET AS H, HISTORIC LANDMARK PURSUANT TO DIVISION 7, SECTION 7-701 OF THE LAND USE CODE. WHEREAS, Edwin and Adeline Grosse, as owners of the real property described as 100 East Bleeker Street, Lot K, Block 65, City and Townsite of Aspen, Colorado, have filed an application for historic landmark designation pursuant to Section 7-701 of the Land Use Code. WHEREAS, the property was listed in the 1980 Inventory of Historic Sites and Structures, as amended in 1986, and has received the historic evaluation rating of "3"; and WHEREAS, the Historic Preservation Committee recommended f ~' historic designation at a duly noticed public hearing on June 28, 1989; and WHEREAS, the Aspen Planning and Zoning Commission recommended historic designation at a duly noticed public hearing on September 5, 1989; and WHEREAS, City Council wishes to pursue those recommendations and complete the designation process. NOW, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO: Section 1 That the structure at 100 East Bleeker Street, Lot K, Block 65, , City and Townsite of Aspen, be granted H, Historic Landmark V I . Designation. -- 1 Section 2 j That the Zoning District Map be amended to reflect the rezoning described in Section 1 and the Planning Director shall be authorized and directed to amend said map to reflect said rezoning. Section 3 That the Planning Director shall be directed to notify the City Clerk of such designation, who shall record among real estate records of the Pitkin County Clerk and Recorder's Office a certified copy of this ordinance. Section 4 That if any section, subsection, sentence, clause, phrase or portion of this Ordinance is for any reason held invalid or :43 unconstitutional by any court of competent jurisdiction, such portion shall be deemed a separate, distinct and independent provision and such holding shall not affect the validity of the . remaining portions thereof. Anderson, Jr., City Manager Thru: Amy Margerum, Planning Director From: Roxanne Eflin, Historic Preservation Planner Date: November 13, 1989 Re: Second Reading - Historic Landmark Designation: 100 East Bleeker St. - Public Hearing SUMMARY: The Planning Office recommends approval of Ordinance 62, Series of 1989, on Final Reading. We also recommend that Council award the requested $2,000.00 Designation Grant. COUNCIL GOALS: This reflects Council's goal #10. PREVIOUS COUNCIL ACTION: On September 25, 1989, Council unanimously approved this Ordinance on First Reading. PROBLEM DISCUSSION: The Standards for Landmark Designation are found in Section 7-702 (A) of the Land Use Code. Any structure or site that meets one (1) or more of the standards may be designated as a Historic Landmark. Staff finds that the application meets both the criteria in both Standards E. (Neighborhood Character) and F. (Community Character). Standard E. Neighborhood Character: The structure or site is a significant component of an historically significant neighborhood and the preservation of the structure or site is important for the maintenance of that neighborhood character. Response: Located adjacent to the yellow brick elementary school, within the proposed "Community Church Historic District", 100 E. Bleeker contains typical characteristics of an Aspen Victorian miner's cottage with front gable and projecting bay window, of cross gable styling with centrally located chimney. Block 65 has the highest concentration of significant historic structures in Aspen: nine. The preservation of this vernacular miner's cottage is critical to the block, the neighborhood and the entire community of Aspen. Standard F. Community Character: The structure or site is critical to the preservation of the character of the Aspen I » community because of its relationship in terms of size, location and architectural similarity to other structures or sites of historical or architectural importance. Response: The Inventory file in the Planning Office states: "The significance of this residential structure is not Of those who owned it or lived in it, nor of its architecture, although this structure is representative of Aspen's mining era. This modest single level structure is of historical importance by illustrating the family/home environment and life styles of the average citizen in Aspen which was dominated by the silver mining industry. This residential structure is a good representation of a typical Aspen Victorian-era miner's cottage." The structure has received a relatively small, compatible addition to the rear, which has been referred to by staff as an extremely good example of compatible design within a historic structure. We are pleased the applicant has chosen to landmark designate this important historic structure. FINANCIAL IMPLICATIONS: The applicant has requested a $2,000 Designation Grant from the City, which he is eligible for. The Planning Office recommends Council award this grant. ADVISORY COMMITTEE VOTE: On June 28, 1989, the HPC unanimously recommended landmark designation for this historic resource; P&Z unanimously recommended landmark designation on September 5, 1989.
