Relevant Design Guidelines 3.2 Preserve the position, number, and arrangement of historic windows in a building wall. • Enclosing a historic window is inappropriate. • Do not change the size of an original window opening. 3.3 Match a replacement window to the original in its design. • If the original is double -hung, then the replacement window must also be double -hung. If the sash have divided lights, match that characteristic as well. 3.4 When replacing an original window, use materials that are the same as the original. 3.5 Preserve the size and proportion of a historic window opening. • Changing the window opening is not permitted. • Consider restoring an original window opening that was enclosed in the past. 3.6 Match, as closely as possible, the profile of the sash and its components to that of the original window. • A historic window often has a complex profile. Within the window's casing, the sash steps back to the plane of the glazing (glass) in several increments. These increments, which individually only measure in eighths or quarters of inches, are important details. WRITTEN DE5CRIPTION FOR THE NON -HISTORIC WINDOW REPLACEMENT FOR THE THIRD FLOOR ONLY. BACKGROUND: • The Elks have a goal for the historic building to increase its energy efficiency. • The Elks plan is to upgrade all the non -historic windows (there are no historic windows on the building) over a period of time for maximum energy efficiency. The first phase of the energy retrofit is to replace the 3' floor windows. This minor development application is for the 3rd floor only. • The existing 3rd floor windows are non -historic and 27 years old. • The non -historic windows are in disrepair, the colors are all different, they are all drafty and do not operate properly to open and close. • Anderson Windows has provided a double hung, energy efficient window with the required U value of .28. The windows have been built to match the non -historic windows exactly. The new windows are double hung, the frames are 2-1/2" in width and the sill detail from the stone ledge to the glazing is 7-1 /2" high off the stone ledge, just 1 /8" higher than the existing non -historic sill detail, which is 7-5/8". DRAWING EXHIBIT I • The new windows were not approved prior to ordering by the City and so we are applying for a Certificate of No Negative Effect to be able to install these windows. During management and personnel change the Board of Directors understood that the previous management had acquired approval for the windows. • Attached DRAWING EXHIBIT I show the Existing Window and 501 detail profile and the Proposed Window and 51ll detail profile for comparison. The only difference between the Existing non -historic window and the New Proposed windows is the angle of the sill detail on the new window. The frame sizes, sash sizes, location of the glazing above the stone ledge are exactly the same. • The Elks and Anderson Windows followed the historic guidelines for the new window design. Around town, the sills of many non -historic and historic windows are not consistent. Pictures are attached showing these different conditions. EXHIBIT 2 • From a viewpoint from the street, to the 3rd floor of the building which is about 32 feet off the street, the angle of the sill detail is not seen on the existing window or the new window. What is most significant is that the start of the glazing off the stone ledge is exactly the same as the existing windows and the height of the sill and bottom frame of the new window off the stone ledge remains the same as the existing windows. In 0 • addition, the header detail remains the same from the existing windows to the new windows. • No historic material including the sill, header or sashes sides of the window openings remove or coverup any historic material. COMPLIANCE WITH THE HISTORIC GUIDELINES REPLACEMENT OF WINDOWS THAT ARE BEYOND REPAIR, OR HAVE BEEN REMOVED. 3.3 Match a replacement window to the original in it design. The new windows are matching the characteristics of the existing non - historic double hung design in character, frame size, glass size and function, while providing energy efficiency. DRAWING EXHIBIT 1. 3.4 When replacing an original window, use materials that are the same as the original. The existing windows are not historic. Over the years the Elk's building have had a variety of window configurations and details, including double hung and triple hung. PHOTO EXHIBIT 3 The new proposed windows will be energy efficient and includes a frame that is a LEEDS certified product, synthetic bonded polymer, fade resistant and is consistent in color, that will not be affected by UV rays and simulates the look of wood. 3.5 Preserve the size and proportion of a historic window opening. The new windows match the proportions of the existing non -historic windows. The frame and glazing are the same and is in the exact location as existing. 3.G Match, as closely as possible, the profile of the sash and its components to that of the original window. The frame, sash and sill details match the non -historic windows. The sill detail is slightly different by inches, but visually the glazing and frame of the existing windows and proposed remains the same. So, the new windows have been built to match as closely as possible. See attached drawing for the existing and proposed dimensions. DRAWING EXHIBIT I 0 Si 3.7 Adding new openings is not allowed. No new openings are proposed. 3.8 Energy Conservation: Use a storm window to enhance energy conservation rather than replace a historic window. In lieu of not installing the purchased windows, it is not a popular option for the Elks to add storm windows to all the windows on the building to meet the energy efficiency goals that the Elks want for the building. But may be a p0551bility. IN SUMMARY The existing window that need to be replaced are non -historic and not energy efficient. The Elks are choosing to replace the windows at a cost of $ 120,000.00 dollars, which has already been paid for and are ready for installation in April. The loss to the Elks Foundation if these windows cannot be used 15 devastating. The Elk's provide a needed community benefit providing more than $ 1 ,8G7,000.00 dollars over a five-year period to the community including, College Scholarships, Youth activities, Drug Awareness, Shining Stars, Veterans support, Senior Support and Various Community Events for all members and non-members. In addition, the Elks offer low income rent to local businesses. The at rent money is fed back into the community. All money earned is spent back into the community. The Elks are not going to buy different windows and loose the $ 120,000.00 investment into new windows, as the cost 15 not possible without losing programs.
