AGENDA ITEM TITLE: DOLA Regional Recovery and Resiliency Roadmap
Update

ISSUE STATEMENT:
Pitkin County, on behalf of the Roaring Fork Valley was awarded a technical assistance grant from
the Department of Local Affairs as one of sixteen COVID-19 Regional Recovery and Resiliency
Roadmap teams. Staff will provide an update on overview of the project and process for moving
forward.
BACKGROUND:
The State of Colorado was awarded a U.S. Economic Development Administration (EDA) grant for
COVID-19 recovery in March 2021. Under this program, DOLA released the COVID-19 Regional
Recovery and Resiliency Roadmap. The Regional Roadmap is a technical assistance award only
provided to sixteen regional teams across the State. Pitkin County’s application, on behalf of the
Roaring Fork Valley (Aspen to Glenwood Springs) in partnership with the region’s municipalities,
counties, chambers and nonprofit organizations was selected as one of the 16 regional teams with a
focus on workforce resiliency.
The goal of the Roaring Fork Valley Recovery and Resiliency Roadmap is to develop a regional
strategic vision for building a resilient workforce and economy. Key issues include, but not limited
to, housing, childcare, workforce development and mental health.
The DOLA Roadmap process is kicking off later in August, with the first phase identified as the
Groundwork to refine the teams' vision and goals and identify all the stakeholders and level of
engagement for the Roadmaps program. There is no direct funding available as part of this grant.
The technical assistance award provides paid consulting, along with administrative and data support
to each team to complete a two-year economic and regional resiliency planning process. At the end
of the two-year planning period each team is anticipated to have an actionable plan to implement
their roadmap. There has been no commitment made by the state to fund the implementation of the
Roadmap. However, one of the intentions of pursuing this award is to leverage the Roadmap process
to identify and prioritize future funding opportunities to make substantive change in addressing
workforce resiliency for our region.

Partners include Eagle County, City of Glenwood Springs, Town of Carbondale, Town of Basalt,
Town of Snowmass Village, City of Aspen, Glenwood Chamber Resort Association, Carbondale
Chamber of Commerce, Basalt Chamber of Commerce, Colorado Mountain College, Aspen Resort
Chamber Association, Colorado Department of Labor and Employment / Colorado Workforce
Center, Aspen Institute & Regional Recovery Council. However, as we continue into the initial
stages, we know hope to identify additional stakeholders and partners to ensure we have
representatives of all aspects of the community at the table in the process.
In addition to Pitkin County’s application for the Roaring Fork Valley, Eagle County was also
awarded, which includes both the Eagle River Valley and Roaring Fork Valleys. Staff are
coordinating closely with Eagle County to define the scope of both of these efforts and ensure there
is not duplication, but rather, we leverage each of our efforts for stronger, resilient communities.
Staff will present an overview of the DOLA process and discuss with the BOCC key issues to
address as part of workforce resiliency roadmap.
