HomeMy WebLinkAboutMinutes.KFAB.20210903 Kids First Advisory Board Meeting Minutes Friday, September 3rd, 2021 – 11:30 AM Attendees: Beth Cashdan, Stefan Reveal, Rebecca Paschal, Matt Zubrod, Jessica Garrow, Michaela Idhammar-Ketpura, Sue Way, Shirley Ritter and Nancy Nichols Approved Minutes from August 6th meeting: Rebecca moved, Matt seconded, MPU DESIRED OUTCOMES: • Understand next steps to achieve council critical goal Shirley shared a timeline and events for the current childcare projects. CMC infant room – ▪ The design is complete. ▪ Waiting for the IGA to be signed. It’s been verbally agreed upon. ▪ After CMC signs it, the next step is Council approval ▪ Permits are needed and have been applied for plumbing and heating, still a process ▪ Shirley will advertise an informal RFP for an operator to run the one infant room ▪ Fencing is the priority before winter/frost ▪ We expect the project to move quickly once IGA is signed Burlingame childcare building – ▪ Work beginning on land use and entitlements ▪ RFP being put together for design. Current plan is to award this by Jan. 2022. ▪ Budget considerations – carry forward savings and supplement request. Kids First hosted a listening session at the Burlingame commons on Thursday, September 2nd. There were over 30 Burlingame residents attending and offering questions and ideas. In general, attendees were supportive of the idea. We will combine notes and provide that before the next meeting. • Understand possible programming/funding to support early childhood workforce Kids First recently completed the budgeting process for 2022. Within this process some underused fund account lines have been moved to Operational Subsidy. This will provide funding to focus on staffing and retention. The Kids First Advisory Board discussed a few areas that they felt were high priority. Housing for childcare staff is the biggest barrier. How could Kids First support housing? There were many ideas that will all be researched some of these included, adding housing to the plans for the Burlingame childcare facility and working with future properties to include housing for childcare The Kids First Advisory Board feels strongly that this is a key issue for current and future staffing for programs. Kids First is working on an EAP (employee assistance program) for Mental Health benefits. This program would be facilitated through the TRIAD and funded by Kids First. This service provides mental health counseling, legal and financial consultation to all childcare staff. Funding programs could be a grant funding program with the focus on what is the most effective, what funding do programs need and what type of programming will help at the higher level. • Agree on possible changes to the infant/toddler funding In previous Kids First Advisory Board meetings the Infant/Toddler funding was discussed, and several funding options were presented to the group. The Advisory Board members revisited the options and had additional discussions around support and impact to the programs who currently receive these funds. ➢ Rebecca moved to increase the infant funding by 5% and make no adjustment to the rent subsidy. Stefan seconded the motion, MPU. Changes to the Infant/Toddler funding will be effective January 1st, 2022. • Vaccination bonus for childcare staff, $100 Kids First advisory Board discussed the importance of all childcare staff being vaccinated. It was agreed that Kids First would offer a one time $100 to each qualifying individual who has completed their Covid 19 vaccinations. An application process will be developed by Kids First staff.
