MINUTES OF NOVEMBER 19, 2014
Vice-chairperson, Riley Tippet called the meeting to order at 8:30 a.m.
Commissioners in attendance were Don Sheeley, Kiki Raj, Terry Butler,
Fred Ayarza and Bill Dinsmoor. Siam Castillo was absent.
Staff: Kathy Strickland, Chief Deputy Clerk

MOTION: Riley moved to approve the minutes of November 5tn second by
Don. All in favor, motion carried.
Bill said parks needs to have a conversation to farm out the lighting next
year. The city and parks is missing an opportunity that professionals can
bring to the holiday lighting.
Dan said the snow polo is at the Rio Grande Park this year. Dan suggested
the schools be contacted to have the kids make more ornaments for the
children's tree on the mal-1.
Bill said the downtown sidewalks need cleaned on a regular basis rather than
cleaning Cemetery Lane first. There needs to be a review. Businesses
downtown need to be aware that the snow needs removed. We are not
providing a safe sidewalk for our visitors. It is an unsafe environment.
Fred asked about the alleys and if snowmelt can be put down.
Riley said it is nice that Rio Grande is being used.
CCLC commission
Terry said CCLC is the liaison between the downtown and city government.
We visualized and caused the Saturday market. We deal with the outdoor
dining and the problems associated with it. We deal with signage, lighting,
parks, one way streets, alley ways, trash, retail association'and the restaurant
association. We were also involved with the 12 days of Aspen. We brought
up the idea of the fire pit and winter market. We deal with outdoor
messiness. There is no overlay with the ACRA. We accomplish,a lot
without a budget.
Fred said the council doesn't know how to use us.

Don said this board does ten times more than the ACRA. We deal with the
core.
Riley said the city had the lodging incentive. The city could have used our
board.
Bill said council never engages into a dialogue. We had dialogue on the
Hyman mall and everyone was engaged.
Terry said we need to be lobbying council.
Terry said the CCLC does detail.
Bill said the street signs were designed with the`help of the HPC. We also
did a public art program that was very successful.
Riley said when you have a city wide issue utilize the CCLC to gain
information.
Bill said we try to get things done. We have neutrality and have dialogue.
Fred said he wishes council would utilize CCLC more.
Riley said they can use us to gain information.
Terry said we want to be the face of the community.
Kiki said at some point the core will be pedestrian only. Public spaces are
increasingly important.
Mall lease fee
Don brought up the fee increase for mall leases. We have had meetings for
three months. No increase should be raised at this time without an
explanation or that the increase is tied to a specific project. Management has
to have it ear market for a project on the mall and the funding should not
back in the general fund.
Terry said CCLC feels strongly we are still in a recession.

Mall lease
Fred said there needs to be a walking path from one side of the mall to the
other.
Riley said we need to come up with standards for Hyman and Cooper.
There should be a maximum of four spaces on Hyman Mall that are
associated with existing restaurants.
Bill said Hyman and Cooper are under separate regulations because they are
not adjoining their property.
Kathy said there needs to be an annual review to tie into the annual liquor
license review.
Terry said our vision is to increase and promote vitalization of our
downtown. We are the liaison between business and government and we are
neutral. We are a buffer committee. CCLC meets with individual groups
whenever possible.
MOTION: Riley moved to adjourn; second by Don. All in favor, motion
carried.
