HomeMy WebLinkAboutcoa.cclc.min.121714 COMMERCIAL CORE & LODGING COMMISSION MINUTES OF DECEMBER 17, 2014 Vice-chairperson, Riley Rippet called the meeting to order at 8:30 a.m. Commissioners in attendance were Terry Butler, Fred Ayarza, Don Sheeley and Bill Dinsmoor. Siam Castillo and Kiki Raj were absent. MOTION: Don moved to approve the minutes of Dec.3`d second by Fred. All in favor, motion carried. Chris Foreman said they will do an RFP for water at the roundabout in the spring. We will also be adding flowers to the existing palate next year. Terry said the flowers at the round-about look like weeds. Don also said we need more flowers as it is the entrance to Aspen. Chris Foreman said we will bolster the wild flowers next spring. Terry and Don said individuals in town have requested more flowers to the entrance of Aspen. Bill said more color and more perennials that bloom at different times during the year.should occur. The plantings should welcome people to Aspen. Don said when you go down valley you see the red pensteman and it is gorgeous. Chris said once we get the irrigation installed you will see a change in the flowers. Riley said CCLC would like to be involved as a group with the Parks Department in whatever manner possible. Don said Dan Nelson does a great job in informing us what is happening. Bill inquired about snow removal. Chris said Cemetery Lane is operated by the open space and trails. Bill said there needs to be some protocol of snow removal on the sidewalks. RFTA drops off at Paepcke Park. 1 COMMERCIAL CORE & LODGING COMMISSION MINUTES OF DECEMBER 17, 2014 Paepcke Park is cleaned and then they go down the street and why don't they clean the sidewalks instead of going down the street. Property owners are responsible of cleaning snow in front of their property and that falls short. There are people that do it religiously and then there are those that don't get to their store until after the snow is packed and it turns to ice. There are a lot of slippery bad sidewalks around town. Are we meeting the intent? Safety should be a major concern. Chris said safety is always an issue. It is the charge of the property own to take care of the adjacent property. Why don't we duck in and clean sidewalks? If we do that we would need to do it right. We need to take into account sprinkler heads and we don't want not make repairs in the spring. Bill said maybe the code should be amended. Bill said he feels there is room to improve in having the sidewalks clean and safe. Are there ways to meet the safety goal better? Chris said if there are issues in the current snow removal we can address that. If the board feels we should change the code language we would need to have a conversation on the code. Don and Bill said they will have a discussion with the City Manager. Riley said we need backup from the community before the board recommends changes. Fred said he walks this town and at the corner of Aspen Street and Main it is treacherous. Bill said the compaction occurs early because of people getting off at Paepcke early in the morning. Riley asked when do these discussions occur internally? Chris said they have manager meetings every Monday and he will bring it up. 2 COMMERCIAL CORE & LODGING COMMISSION MINUTES OF DECEMBER 17, 2014 Chris said Rubey Park is going to be torn up this April. How we interact with the businesses in the mall and having people get around is a concern. This will occur April through November. Maybe CCLC can be involved. Bill said several years ago it was brought up to have businesses stay open longer. The businesses said their customers won't shop at night because of the lighting. They said it is dark and customers don't like going downtown in the dark. They wanted generally more lighting. Possibly have reflective lights. There are people that want to see low lighting. Possible we could do more XMAS lighting in the winter. What is the big picture for holiday lighting and are we meeting that goal. What is the greatest and latest in holiday lighting and are we meeting that challenge. Chris said we have been changing the lighting to LED for several years and we are accomplishing that goal. If there is a need from the community to change the lighting we need a unified voice from the CCLC and the Parks Dept. and the community. Riley said we need to get to the business community and show options. What does the core what to see regarding lighting. Chris said we can put a presentation together if there is a need. Mall lease criteria Steve Fante, CB Paws Steve said there are three issues in the finger private alley. There is an egress that is 42 inches and an easement agreement between the two buildings and a common element. Someone is responsible and it is private property. Don said John Martin is the owner of the building and Steve should talk to him. Steve Fante said the owner won't respond. His business is suffering from the tables and chairs from Hops and Zocolito. Roger Marolt is the manager of our building. I have sent letters and get no cooperation. Originally he was 2 feet over and that was corrected when the city got involved. The fire department has enforced the issue. I have asked Zocalito to move the tables and he won't. 3 COMMERCIAL CORE & LODGING COMMISSION MINUTES OF DECEMBER 17, 2014 The second issue is noise from the speakers. Sometimes it is higher and sometimes it is lower. Steve said a data base of e-mails for the core would be a good idea to get information out to the businesses. I would be happy to get some e-mails and feel the community would welcome it. MOTION: Riley moved to adjourn; second by Bill. All in favor, motion carried.
