Durant Street, and legally described as a strip of land 49 feet wide opposite block 97 Aspen,part of the Thaler Entry, The Little Nell Subdivision, City and Townsite of Aspen, related to the creation of a Master Sign Plan for the uses in the plaza. SUMMARY: Gondola .Plaza is located on Lots 1 and 2 or the Little Nell Subdivision and the vacated Hunter Street right-of-way. This area is zoned Conservation with an SPA overlay. Gondola Plaza is owned by the Aspen Skiing Company, and is located at the base of Aspen Mountain. Aside from the tickets and services related to skiing, the plaza also hosts a number of retail and restaurant businesses. Due to the specific needs of the Aspen Skiing Company and related businesses found at the Gondola Plaza, the Applicant has requested the creation of a site-specific Master Sign Plan that will allow for a greater degree of flexibility from the existing sign code for the -. plaza, and provide reliability as to the types of signs found throughout Gondola Plaza and their locations. The signage needs for the businesses at the plaza are currently not being met through the Section 26.510 of the City's Land Use Code. According to Section 26.440.090 Specially Planned Area (SPA) of the Land Use Code, an amendment may be considered insubstantial and an amendment to the original approval made if all relevant criteria are met, as outlined in Exhibit A, Review Criteria. STAFF EVALUATION: Over the past year the applicant has worked closely with staff to develop a plan that.will meet the existing and anticipated future needs of the Aspen Skiing,Company and other businesses that are located within the Gondola Plaza. Staff believes that Gondola Plaza operates as'a unique space, with a variety of different sign types needed to promote the existing businesses,'as well as to provide for the direction and safety of visitors who are using the gondola and skiing Aspen Mountain. The proposed Master Sign Plan has been guided by planning staff to ensure the requests are reasonable and meet the current and anticipated future needs of the plaza for its businesses, recreational purpose, and short term events. A copy of the plan can'be' be,found as Exhibit B to this memo, and includes proposed signage and types and locations for both the lower and upper levels of the plaza. 1 The proposed Master Sign Plan meets the criteria of an insubstantial amendment to the development order in the following ways. It will not change the use or the character of Gondola Plaza. It will not cause an increase in the overall coverage of structures on the ground, in fact the only additional coverage will be from the two sandwich boards on the plaza. The plan will have no impact on trips generation rates to the area, will not cause additional demand on public facilities, and will not have an effect on the off-street parking or loading spaces for the plaza. The plan will have no impact on approved open space, will not increase the approved gross leasable floor area of any commercial building, or increase the approved residential density of the area. The plan will have no impact on the required right-of-way or pavement widths for streets, and all signage will be kept free of the pedestrian way to ensure safety. Staff finds the Master Sign Plan to be an extension of, rather than a variation from, the existing approvals for Gondola Plaza, and finds all relevant review criteria to be met. DECISION: The Community Development Director finds the application for the Master Sign Plan to meet the criteria for an insubstantial amendment to an approved development order for the Gondola Plaza SPA, and thereby, APPROVES the application for the Master Sign Plan at 675 E. Durant St., as detailed in Exhibit B to this memo. A. An insubstantial amendment to an approved development order for a final development plan may be authorized by the Community Development Director. The following shall not be considered an insubstantial amendment: 1. A change in the use or character of the development. Staff Response: The Applicant is seeking approval from Staff to implement a Master Sign Plan for the gondola plaza area. This request will not change the use or character of the gondola plaza, but rather will provide a degree of predictability for where sign are permitted, where they may be expected to be found, and will limit signage to these locations in the plaza. Staff finds this criterion to be met. 2. An increase by greater than three percent (3%) in the overall coverage of structures on the land. Staff Response: The proposed Master Sign Plan for gondola plaza will have minimal impact on the overall coverage of structures on the land. Any increases in ground coverage will be from the allowance of two sandwich board signs in specific locations. Staff finds this criterion to be met. 3. Any amendment that substantially increases trip generation rates of the proposed development or the demand for public facilities. Staff Response: The proposed Master Sign Plan will have no impact on the trip generation rates for the'gondola plaza, nor an increase in the demand for public facilities. Staff finds this criterion to be met. 4. A reduction by greater than three percent(3%) of the approved open space. Staff Response: The proposed Master Sign Plan will have no impact on the amount of approved open space for the gondola plaza. Staff finds this criterion to be met. 5. A reduction by greater than one percent(I%) of the off-street parking and loading space. Staff Response: Gondola plaza does not have any off-street parking, and the proposed Master Sign Plan will have no impact on any potential loading space areas for the plaza. Staff finds this criterion to be met. 6. A reduction in required pavement widths or rights-of-way for streets and easements. Staff Response: The proposed Master Sign Plan will not affect the pavement widths and will be kept clear of the immediate pedestrian way. Staff finds this criterion to be met. 1 7. An increase of greater than two percent (2%) in the approved gross leasable floor area of commercial buildings. Staff Response: The proposed Master Sign Plan will have no effect on the approved gross leasable floor area for any of the commercial buildings on the site. Staff finds this criterion to be met. 8. An increase by greater than one percent (1%) in the approved residential density of the development. Staff Response: The proposed Master Sign Plan will have no effect on the approved residential density of the gondola plaza. Staff finds this criterion to be met. 9. Any change which is inconsistent with a condition or representation of the project's original approval or which requires granting of a further variation from the project's approved use or dimensional requirements. Staff Response: The original approval for gondola plaza does not represent any specific regulations on.signage. The proposed Master Sign Plan will serve to clarify the exact location of each sign type, and create a sense of reliability around their placement. Gondola plaza is a unique area within the City, and the needs of the Aspen Skiing Company as well as the other businesses within plaza are not being met through the Section 26.510 of the City's Lane Use Code. Staff finds the proposed Master Sign Plan to be an extension of, rather than a variation from, the existing approvals. The Aspen Mountain Gondola Plaza is located within the Conservation SPA encompassing three separate parcels owned and operated by Aspen Skiing Company with both an Upper outdoor . plaza and a Lower outdoor plaza area. The Lower Plaza includes the vacated Hunter"Street ROW and the West Wing building of The Little Nell complex-The Upper Plaza area includes the bottom terminal of the Silver Queen Gondola and Aspen Mountain Ski Area portal, Ajax Tavern Restaurant, and The Little.Nell Adventure Sports. All other portions of The Little Nell are outside of the SPA boundary. The Upper and Lower Plaza areas contain a wide variety of business entities and uses, creating the need for numerous signs with varying functions.To simplify the description of these uses, entities, and sign functions, a Gondola Plaza Master Sign Plan Matrix has been developed. In addition, a photographic inventory of the existing signs referencing the Matrix details the locations of each sign is also enclosed. The Sign Matrix has identified 17 different and unique entities or uses, each of which have separate and unique functions, all controlled by ASC. Please note that signs highlighted in gray tone are proposed to be exempt from any sign area allocation. Sign area figures are not provided for exempt signage. Only signs not previously approved or not exempt include the areas of each sign. The following is a summary of those entities and uses, which numerical correspond to the attached Matrix and describes how each entity or use is considered relative to the parameters of the City of Aspen adopted sign code. It should be noted however that the new sign code is silent I on specific sign requirements or exemptions of ski area operations 1. Aspen Mountain Ticket Kiosk: Located on the vacated Hunter Street ROW, the awning signage (A) for this existing structure was previously approved by the City in 2009. As such, it is our understanding that this sign may be.kept in place without further review. Our typical operating procedure includes updating ski lift ticket prices and posting them at each outdoor ticket window. These price board signs (B) are provided to facilitate expedient ticket sales and as a courtesy to our guests and skiing public. They are removed and updated seasonally and are considered temporary. Ticket price board signs have been in use for many years in,Aspen and are an essential component to our ski area ticket sales locations. Weare proposing that these signs be exempt as temporary informational signage. The Skier Safety Act sign (C), is exempt as it is a regulatory sign required to be posted by the State of Colorado Tramway Board. 2. Alpine Bank ATM Kiosk: This kiosk, located in the Lower Plaza, is considered to be a separate retail use business entity with a single sign (D) that falls within the current sign code allotment. 3. ASC Portable Kiosk: This sign (E) is located in the vacated Hunter Street ROW plaza and has four sign panels on the four sided kiosk. Each panel identifies a separate use or entity. Typically one panel is used to list seasonal community events and is provided as a courtesy to the public in general. One panel is typically used to identify Ajax Tavern. The panel is located on a parcel adjacent to the parcel containing Ajax Tavern. It is used to identify the location of this restaurant as it is set back from the Durant Street ROW and is difficult to locate. One panel is used to list current and seasonal recreational opportunities provided by various business units of ASC. The fourth side changes seasonally and may list additional community events or other services provided by ASC for guests and the general public. This sign is changed regularly, is best categorized as seasonal and __ i - temporary.aerd-serve, of both community and business functions,and is proposed th to be exempt from e sign area allotment. Seasonal Banner Light Posts: These are a series of 12 light posts (F) located on the vacated Hunter Street ROW plaza with integral hanging banner standards and were constructed and approved as part of The Little Nell redevelopment. Seasonal and special event banners are hung from the light posts. The banners typically do not identify any particular ASC business units and are recreational in nature, intended to create a festive / atmosphere for guests and the public in the Lower Plaza. We or000se that these banners be exempt as they do not advertise any business, merchandise, or service. ASC is proposing two new direction signs (F1) to be located on#;a tw&the two posts' � directly adjacent to Durant Street. The sign size is proposed to be 3.0 feet long by 1.0 feet in height. The signs are intended to direct guests to the outdoor ticket kiosk and are exempt from the Lower Plaza sign area allocation. 5. Monuments: There are two monument statues in the Lower Plaza area; one honoring jFriedl Pfeiffer (H), the other (G) honoring the-men and troops of the Tenth Mountain Division. Both contain memorial plaques that are exempt under the current sign code. 6. Aspen Mountain Administration Offices: The Aspen Mountain General manger and his staff operate the ski area from this location. There is an identification sign (1) on ' storefront door to identify this business function. 7. Sharp Shooter Imaging: This is a business entity separate from ASC and leases their space from ASC. The wall sign (J) has an area of 6.49 SF and the cut out identification sign (K) on the storefront door window has a sign area of .46 SF. Although slightly over the 6 SF allowable allotment under the current code -thesignage generally meets the intent of the new code. The business frontage window has a window wrap image (L) of natural scenery and does not advertise the business or merchandise. Because it is not considered to be advertising and is strictly decorative it doernot count toward the business frontage signage allotment, 8. Aspen Mountain Ticket Sales and Ski School: This ASC business space located in the West Wing building is used as a base of operations for the Ski School, Powder Tours, and ski area lift indoor Ticket Sales. It is set far back from the street ROW and is part of a larger cohesive store frontage. These contributing factors have lead to a signage plan that includes both larger cut out signs located above this continuous storefront, as well as smaller storefront signage identifying the various entrances and entities. The larger cut out letter signs (M, O, P) above the storefront fagade were installed as part of the original base area redevelopment in 1987 and have been in use ever since. Over time additional directional signage has been added above the storefront to fit the needs of our operations and guests. The style, size, and locations of these cut out identification signs on the fascia beams above the storefronts have been maintained by ASC and provide a consistent and cohesive,design for both the West Wing building and The Little Nell. Again, the business frontage window has a window wrap image (Q1) of natural scenery and does not advertise the business or merchandise. Because it is not considered to be advertising and is strictly decorative it doe�not count toward the business frontage signage allotment. There are two cut out letter identification signs (Q), one adjacent to r j I I each entrance door that are placed on the window storefront and are not considered to be inclusive of the window wraps. Including the Aspen Mountain Administration Offices, Ticket Sales, Ski School, and- Powder Tours, a there a total allotment of 17 SF of signage, or a 4.25 SF allotment per business entity. 9.. Aspen Mountain Club: This space houses the Aspen Mountain Club ski locker room. Open to members of the Club, it is a separate entity and use with a separate entrance with a single identification sign (S) less than 1 SF in area. As a separate recreational use I with a separate sign allotment, it meets the requirements of the current sign code. j 10. Gorsuch LTD: This is an,independent business tenant located in the West Wing building. It operates as a retail ski and rental shop and is not physically connected to the Gorsuch store located in the adjacent Little Nell building which is outside of the Conservation SPA. The larger cut out letter sign (T) above the storefront fapade is consistent with the style, size, and locations of other tenant signs on the fascia beams above the storefronts at the West Wing building and The Little Nell. Again, this large format style has been in place since the building was built. There is also a storefront window sign identifying the business.The total sign allotment of Gorsuch fall within the new sign code. Gorsuch.sublets a portion of there space to Aspen Fly Fishing. A hanging identification sign (U1) is used during the summer and shoulder seasons. Aspen Fly Fishing does not . operate during the winter months. 11. Public Day Lockers: Day lockers are provided"by ASC for day use by the skiing public. Because of the public nature of this facility, it is considered to be a civic use and a separate entity and allotment. Both signs associated with this are directional, informing guests and the public as to where the Day Lockers are located. The larger cut out letter directional sign (W) above the storefront fapade is consistent with the style, size, and locations of other informational signs on the fascia beams above the storefronts at the West Wing building and The Little Nell. Public restrooms are provided b ASC for use b the public. Because 12. Public Restroom: Pu p Y� Y of the public nature of this facility, it is considered to be a civic use and a separate entity with separate sign allotment. The three signs associated with this use include one directional sign (X), one wall mounted identification sign (Y) with the international symbol for restrooms as required by law and as a courtesy to our,international guests. And one courtesy sign (Z) on the storefront doors listing the hours of operation. The following signs are located on the Upper Gondola Plaza. 13. IL Mulino Restaurant: As owner of the Upper Plaza we have included the II Mulino menu specials sandwich board (A2) in this application. The business does not have a portion of their store front parallel to a public right of way, and ASC is consenting to have the sandwich board be located on our property adjacent to their property. The board is- does not exceed 6.0 SF and therefore complies with the permitted criterion in the sign code. 14. Silver Queen Gondola Bottom Terminal: No sales or business transactions occur at the ski.lift terminal and the facility is recreational in use. As the use is recreational, it is considered to be a separate entity from other ASC functions in the SPA with a separate i sign area allotment. Ski area mountain operations represent the core business of Aspen Skiing Company. The freestanding overhead sign (132) at the ticket scanning corral is used only during the winter ski season and is temporary in nature. It I guides our guests to the ticket scanning corral as is considered to be informational in nature. The large sign (C2) on the terminal building identifies the ski area and entry portal. Large format lettering is utilized due to the terminal being set back far from Durant Street. The entry portal to Aspen Mountain dictates signage that can be easily identified within this l context. i The size of the operation (approx. 650 acres) and the distance of the bottom terminal from Durant Street, justify the 22 SF sign area allotment. Again, the new sign code does not specifically address the signage requirements for Ski Area operations and its entry portals. The Time Clock, Temperature, Barometer, and Wind Speed indicators (D2) are considered to provide important information as a courtesy to our guests and considered to be exempt Instructional signs(F2) providing important safety information on the use and operation of the Gondola are located at each of the two entrances of the terminal. The Skier Safety Act sign (E2), as it is a regulatory sign required to be posted by the State of Colorado Tramway Board. The minimum size of the sign is based on the required content and minimum letter size. This sign is therefore considered to be exempt 15. Ajax Tavern: The restaurant owned and operated by ASC and is considered to be a separate business entity.The signage for this restaurant has been previously approved by the City of Aspen. It should be noted that one of the signs is a projecting sign (G2) and is exempt under the new sign code. The other sign (H2) is an awning sign. 16. The Little Nell Adventures: This retail store provides outdoor guided trips and rental services for our guests and the public. The store is located in the south east corner of The Little Nell and does not have direct access from any street ROW. The store has a single hanging sign (12) and complies with the new sign area allotment for retail use. It is included in this application because this portion of the building encroaches into the SPA. 17. I've attached the calculations for the frontage and the square footage of the existing and the proposed signs. You mention below the 2 signs on the atm. I assume that is including the "Warning" sign. If so, we may need to remove that sign if it puts us over the limit. The frontage is 74'. The existing signage without the "Warning" sign is 19 square feet. This includes the"Cash Machine" sign and the black sign on the North frontage. The sign on the awning is-to be 2.78 sq. ft. As per Code Section 26.510.130—the aggregate sign area should include all the signs on the lot. At least the gondola plaza lot is small. There other signs that need to be included in the calculations at Gondola Plaza. This won't,hold up your approval for the awning. I hope to have that to you by Friday. I was just out at the site and it looks like you have more frontage and more signs to include. You can use the 9.5 feet of the kiosk that faces the street at the north end and you can use the frontage of the atm building. Unfortunately you also have to count the signs on that building in your calculations. You will need to add the black sign along the north frontage of the kiosk and the two signs on the atm building.
