RE: Encroachment Request - Eagles Club Building
This encroachment request is being made, by. Andre Ulrych
for the construction of an exit stairwell in the alley adjacent
to the Eagles Building. After discussions with. the. architect ,
David Hauter, and a field inspection of the alley, the engineer-
ing department recommends against the granting of this encroach-
ment. In support of this opinion we offer the following :
1)-- The alley presently has only two encroachments at.
grade. Both of these are at the -Eagles Building,.-.
but neither are . integral .with the building. Conse-
quently, after the total renovation',:.the alley can
be free of encroachments. There is no need to pre=
serve the status quo if Conditions -can be improved
2) The request is for a 65-foot strip when in. fact the
stairwell is only 18 feet in length.`.-The remainder
is purportedly for dumpsite storage. but it would
probably -be - converted to other:,forms' of.-.storage
with the passage of :'time.
3)' The proposed trash compactor-:land `storage area with
in the building limits can- be built° witliout the
encroachment and can easily be enlargedif- the need
for more room exists.
4) The problem of icicles can also be ,resolved without
any encroachment by- providing . reversed pitch roofs
and interior roof drains, The architect has said'
- that the roof must be rebuilt.--.regardless _
. 5) Finally, there is .really no .reasonother than Toss
of floor space, that the stairwell 'cannot be in..
eluded within property limits, The interior will
be completely gutted and rebuilt . .This has not;_been
the type of hardship used to justify:'similar. en-=
croachments.
