Chairman Ball called the meeting to order at 8:36 a.m.
Commissioners present: Angi Wang, Terry Butler, Charles Cunniffe, Stephanie Davis, Noemi Kiss-Baldwin
and Jeb Ball. Absent were Bill Dinsmoor, Kiki Raj, Terry Butler and Amanda Tanaka

Ms. Murray said she manages the city’s Street-Smart program and introduced intern, Daniel Sherry. She
said he is here for the summer and is attending school at CU Boulder and grew up in Basalt. She looked
back at 2018 and 2019 bike education. She said this was the first-time ads were placed in the papers and
there was some outreach done.
The 2023 plan includes updated language, a targeted monthly outreach plan, new collateral, focus on
events, education before enforcement. They have partnered with We-Cycle, done paper printing and
social media. This year was a revamp after the past couple of years.
Since COVID, they saw an uptick in bikers and now there is more staff to address these issues.
Mr. Sherry passed out a flyer to the board.
Mr. Ball said he owns a business in town that distributes collateral like what they just handed out so he
would like to speak to her about getting these out on a bigger level. This flyer needs to be in all of the
bike shops.
Ms. Murray said their budget was limited this year and Mr. Ball said for next year, the trail map they
distribute can’t stay in stock, and this would be great right next to it.
Ms. Raj entered the meeting at 8:48 am.
Councilor Hauenstein said the e-bikes going fast in the slow zones are a huge issue. Mr. Ball agreed. Ms.
Raj said they should have the same rules as motorcycles in the city of Aspen.
Ms. Raj asked if anyone in the city thinks the bike system is working currently. Ms. Murray said it’s a
council goal to encourage people to ride bikes to work.
Ms. Davis said she’s in Rotary and brought up the Ducky Derby and said she had issues with the police
not doing anything about a mis parked car so sometimes we should enforce instead of just educating.
Ms. Murray said she is open to suggestions on how to educate and reach out to bikers in town. She
showed some of the reels they posted on Instagram. She said they also hosted two big events this year,
the pavement art pilot project and an inaugural bike education day 2023.
Councilor Hauenstein said he has seen the police out in town more recently since they received their
fancy e-bikes.

Ms. Bektesh asked Councilor Hauenstein and Ms. Murray about Hyman and Hunter becoming a two way
again. The corner around Paradise. Councilor Hauenstein said it was a safety concern, so they kept it a
one way. Ms. Bektesh said that during a meeting last fall, three council members said it should be
changed back. Councilor Hauenstein said if it was three, then it should be changed back if that’s the
case.
Ms. Murray said pedestrians kept getting hit when it was a two way.
Mr. Ball said he would love to see it go back to a two way. Ms. Murray said they are scheduled to come
back to council in November.
The board agreed that it should be a two way again.
Ms. Wang said it’s important to relieve the congestion.
Councilor Hauenstein asked what the role is of government.
Mr. Ball said let’s what the baseline is from an education standpoint. We kind of know where the
education is supposed to be focused. He said PJ did a great job and thank you for coming here. it’s
something of interest to this group and asked how CCLC can help.
Ms. Murray will be doing an audit and she would like this group to help her find 6-8 people to
participate in this audit and answer a series of questions. She and Mr. Sherry exited the meeting.
Mr. Ball said he won’t have time to power through his presentation with only a half hour left.
He brought up Mike Maple’s complaints about the barrier being ugly and said he thinks the barrier
serves it’s purpose.
He mentioned Kathy Strickland’s emails and said she needs to be clearer and just forward the actual
email. He spoke about the 20% charge at Louis Swiss and Ms. Henning said she will speak to the legal
and finance departments. Ms. Bektesh said ACRA is looking into this issue as well.
Councilor Hauenstein said if there is not a plaquard stating this, it isn’t legal.
Mr. Ball said he will be there at the next market to go talk to the rogue musician if he is there again and
tell him to leave, and it’s because Res Ipsa has an such a big open spot, so the musician is standing there.
Mr. Ball said he will lead with this agenda item next time in September.
Charles motioned to adjourn; jeb seconded. All in favor motion carried at 939
