REGULAR MEETING COMMERCIAL CORE & LODGING COMMISSION DECEMBER 7, 2022
Co -Chairperson Cunniffe called the meeting to order at 8:41 am.
Commissioners in attendance: Angi Wang, Terry Butler, Kiki Raj, and Bill Dinsmoor were present. Absent
were Jeb Ball and Amanda Tanaka.
Staff present:

Ben Anderson, City Planner
Sophie Varga, Zoning Enforcement Officer
Haley Hart, Zoning Enforcement Officer
Other attendees:
Alycin Bektesh, ACRA liaison
Ms. Wang motioned to approve the draft minutes of November 16th; Ms. Butler seconded. All in favor,
motion carried.
Lighting Code Discussion with Community Development
Ben Anderson, Haley Hart, and Sophie Varga of the Community Development Department introduced
themselves and the lighting code change process.
Mr. Anderson said they had similar conversations with the Planning & Zoning Commission and the
Building Code group and said this was just the beginning and more conversations were to come.
Ms. Raj entered the meeting.
Ms. Varga ran through the issues with the current lighting code and why they are bringing this forward.
It has a long way to go before they take this to the public.
She said they are looking at working with Clanton & Associates Lighting Design and Engineering on this
project. She ran through the proposed code updates.
They asked CCLC what words or phrases they would use to describe the outdoor lighting.
Mr. Cunniffe said balanced. Most of the stores are emitting the same amount of light.
Mr. Dinsmoor brought up holiday lighting discussions from the past. It was a failure across the board and
the LED lights are so bright. The idea was to create a certain environment at night to encourage people
to be out in the evening shopping.
Ms. Varga said they received many complaints about the holiday lights, and many were residential
complaints.
Mr. Anderson said this consultant works across the country with all different towns to see what the
possibilities are with LED lighting in other resort towns.
The group asked CCLC if they have questions or comments about concepts, definitions, or review
processes proposed in the 50% draft.

The board thanked them for getting their input and welcomed them back anytime to have these
discussions.
Commissioner Comments:
Ms. Butler mentioned the living lab and why it was such a failure and wondered why it’s still going on
downtown.
Mr. Cunniffe said he feels like the people doing this project don’t live in town.
Ms. Bektesh said she was in the meeting with council when they decided what to keep for the winter
regarding the lab.
Mr. Dinsmoor thanked Ms. Wang for her update and information on the retail shops in town.
Mr. Dinsmoor brought up projects which are just sitting idle in town right now.
Ms. Raj said there should be a limit to how many projects one person can have going on at a time in
town.
