Mayor Stifling called the meeting to order at 5:05 p.m. with
Councilmembers.Isaac and Collins present.
ORDI-NANC~#69,-SER-IES ~F-t985 - Appropriations
Mayor Stifling opened the public hearing. There were no
comments. Mayor Stifling closed the public hearing.
Councilman Isaac moved to adopt Ordinance #69, Series of 1985, on
second reading; seconded by Councilman Collins.
Mayor Stirling asked about the cost break downs for improvements
to the animal shelter. City Manager Schilling said these are
interior paint at $2500; ceiling repair and sheet rock for $2950;
cinder block for kennel separation $6600; and grates on drain
$450 for a total of $12,500. Schilling said all these repairs
are need to meet minimum state standard. Mayor Stirling asked if
these repairs could come out of the police department budget.
Dallas Everhart, finance department, told Council that the
projections show the police budget to be very close for 1985.
Mayor Stifling asked for a break down in the operating expenses
for the animal shelter. Everhart said these are salaries $8,000;
utilities $2,000; telephones $2,000 and supplies $500. Rich
Rianoshek, police chief, told Council these items are needed in
order for the animal shelter to be a licensed facility. Mayor
Stifling asked if these are directly related to revenue.
Rianoshek said they will not be able to have the shelter open if
they do not do these improvements. Councilman Collins asked what
happened to the previous license. Rianoshek told Council there
was a lag time in the negotiations to purchase the animal shelter
and the previous owner did not renew the license. In the
interim, the state standards were upgraded. When the city
applied for the license, the standards were significantly higher.
Roll call vote; Councilmembers Collins, yes; Isaac, yes; Mayor
Stifling, yes. Motion carried.
CONTRACT MR ~FECIAL-IMPROV-EMENT DISTR~CT
Jay Hammond, city engineer, told Council at the public meeting
held December 27, there was a turn out of people interested in
the district. There were representatives of the residential
district east of town, who are skeptical of the improvement
district. Hameond said the theory was to create a broad based
district, and if the residential area is not inclined to join,
they can be pulled out. Councilman Collins said he objects that
this contract has been added to this agenda. It is a significant
project, and Council needs to have more time and more input on
the improvement district.

City Manager Schilling said Council has been working on this for
two years and directed staff to go through a selection process
for this contract. The engineer on this contract has some
exposure with the city if there is no agreement. The contractor
has agreed to bill all work to the district, when it is formed.
Councilman Collins said the district has grown from $1,500,000 to
$5,500,000 and he would like to know more about the scope of the
work. Councilman Collins said there may be a conflict of
interest with Joe Wells on the selection committee. Councilman
Collins said he would like to know the size of the district, how
it will be set up, more about the financial consultant and bond
counsel. Councilman Collins said he would like to see the
contract broken into phases. Ha~eond told Council this contract
is only the preliminary phase.
Mayor Stifling said Council has made a decision of hiring an
engineer knowing that the city may have some liability if the
district fail s. Hammond told Council this preliminary design and
engineering contract will take this to the point of the required
notified public hearing for the formation of the district. This
public hearing is prior to the construction documents. Han~aond
said this contract is for $38,500. Councilman Collins pointed
out at one point there was to be a $40,000 from the Aspen
Mountain Lodge project. Councilman Collins said if the Aspen
Mountain Lodge project is on hold, where does this put the
improvement district.
Schilling said there are answers to all these questions.
Councilman Isaac requested a work session on this before the next
regular Council meeting. Schilling said the size of the district
is not known because people may want to be subtracted or added to
the district, and there is no way of telling the size of the
district until further work is done. Schilling told Council the
Aspen Mountain Lodge has committed to support the district.
Hammond told Council Schmeuser is sub-contracting, at the city's
direction, for the landscape architect services. The landscape
architectural services are $22,000 and the total for this
contract is $38,500. Both contracts include an estimate of the
reimbursables.
Councilman Collins said $22,000 for landscape architectural
services seems very high and is over 50 percent of the
preliminary work. Mayor Stifling said Council has previously
approved bond counsel for this project. Mayor Stifling said he
would like to keep the momentum on this project going because it
has been in the works for a long time. Schilling agreed staff
got orders from Council to proceed with the district and told
Council he is disappointed it has taken so long. Councilman
Collins said the district has changed a lot, he would like to see

the schedule, to know what the ramifications are to the city in
the event the district fails, to know what the sentiment of the
residents are, the chronology of the district, whether the
district will move forward with or without the Aspen Mountain
Lodge.
Mayor Stifling moved to table approval of the preliminary phase
contract until January 13, 1986; seconded by Councilman Isaac.
Council decided to add this as a work session on January 6, 1986,
after the joint meeting with the County Commissioners. All in
favor, motion carried.
Mayor Stifling moved to schedule a special meeting January 6,
1986, at 5:00 p.m. to consider the second reading of Ordinance
#70, Series of 1985, liquor license proximity to schools;
seconded by Councilman Isaac. All in favor, motion carried.
Councilman Collins moved to adjourn at 5:35 p.m.; seconded by
Councilman Isaac. All in favor, motion carried.
