HomeMy WebLinkAboutminutes.drac.19970417DESIGN REVIEW APPEALS COMMISSION - Minutes April 17, 1997 Steve Buettow, Chairperson, called the Special Design Review Appeals Commission meeting to order at 4:10 p.m. with members Bob Blaich, Roger Moyer and Jake Vickey present. Staff members present were Julie Ann Woods, Amy Guthrie, Community Development; David Hoefer, Assistant City Attorney; Jackie Lothian, Deputy City Clerk. REVIEW CRITERIA: a) yield greater compliance with the goals of the Aspen Area Community Plan; b) more effectively address the issue or problem a given standard or provision responds to; or c) be clearly necessary for reas6ns of . ~ fairness related to unusual site specific constraints PUBLIC HEARING and WORK SESSION: WATER PLACE HOUSING Steve Buettow opened the public hearing and work session for the construction of Water Place Housing project. Notice was provided. David Hauter, Asset Manager, presented the plans and provided an overview of the project with the architects, Dick Fallin and John Baker. There was no packet available. David Hauter said that landscaping would provide traffic calming and the backs of the buildings would have native landscaping. The board had questions about the tree mitigation and landscaping. Hauter said that there would be minimal on the over-dig. Fallin said that there would not be a grid created on a site that it would not work on; they wanted to maintain views for the homeowners. The Board had questions regarding the placement of the parking, the drop off zone, parking signage, types of materials used on the buildings, primary mass of the buildings apart from the other buildings, new neighborhoods not meeting Ordinance 30 and 25, problems if an accident occurred from the Water Treatment Plant above this project. The Board liked the sense of community was good and they had no problem releasing this project from the Ordinance 30 standards because it was certainly a good project. Julie Ann Woods stated that there was an emergency access plan that was developed and all of the buildings have been sprinkled, which raised the costs of the project. David Hauter stated that this project has forced the water department to come forth with an emergency plan; a scrubber will be installed above this project. No public comments. 1 DESIGN REVIEW APPEALS COMMISSION - Minutes April 17, 1997 MOTION: Bob Blaich moved to approve the Water Place Housing Design Standard Waivers for the primary mass, location of the garages and one story street facing elements for the Water Place Housing Project as reflected in the drawings submitted at this hearing. Roger Moyer second. Roll call vote: Bob Blaich yes; Roger Moyer, yes; Jake Vickery, yes; Dave Johnson, yes; Steve Buettow, yes. APPROVED 5-0.
