Civic Replacement Project Update P1 Page 1 of 5 MEMORANDUM TO: Mayor and City Council FROM: Jeff Pendarvis, Capital Asset Project Manager THRU: Jack Wheeler, Capital Asset Manager DATE OF MEMO: March 3, 2016 MEETING DATE: March 7, 2016 RE: Civil Space Relocation Project (CSRP) Design Update REQUEST OF COUNCIL: Update council on the APD, 540 Employee Housing, and the Aspen City Hall design process. PREVIOUS COUNCIL ACTION: In a work session on July 14, 2015, staff presented the Armory Option, the Galena Option, and the Galena Alternate conceptual designs. Council discussed each design and was in favor of the staff recommendation for the Galena Option 3-2. In an effort to get more unanimity council requested the following additional information on the Galena and Armory option on August 3, 2015. • Additional architectural views of each option • Story pole and staking at Armory and Galena Plaza side of Galena option. • More comprehensive architectural presentation on each option, including review of architectural 3D model. • Presentation of costs • Presentation on the public service aspects of each option. The following direction was received in the work session on August 3, 2015 1. Police programing of 14,900 sf at the 540 Main St site was approved to move to detailed design by a unanimous vote 5-0. 2. City offices programing of 51,900 sf at Galena Plaza including reuse of the existing Armory for community use was approved to move to detailed design by a vote of 4-1. On November 3, 2015 the community was asked in an advisory vote if the Armory building should be used as city offices, or for community use. Community use was preferred. The following direction was received in a Work Session on November 16, 2015 1. Approval of APD 100% schematic design and next steps 2. Approval to move City Offices to Detailed Design with updates to Council at all design milestones. 3. Approval to move forward with Commissioning and General Contractor / preconstruction services RFP BACKGROUND: P2 I. Page 2 of 5 Staff received the direction described above on the Police facility and City offices. Since then the project team has moved the Police facility to 100% Design Development which includes specific building programing, architectural material language and major system selection. The team has started drilling down on the systems that will be needed to build and operate the building while achieving our design and cost criteria. The 540 Employee Housing has just started into Schematic design (given design contract approval on February 22, 2016). The Aspen City Hall is proceeding to 100% schematic design we are incorporating all of the identified criteria into the design. • A minimum of a LEED Gold certification • WELL Building Silver certification • The City should be leaders in sustainable practices • Plan City Hall under one roof • Utilize all of our currently owned land assets and not rent • Must be a sustainable solution, we should be leaders in this area • Far reaching 50 year solution • Humble yet exemplary solution is very important to the community • We should be innovative and creative to produce the best result in the smallest box • We should be collaborative with the community • Architecture should be appropriate to Aspen • There should be community meeting space in facility • We should respect and compliment the Galena Plaza DISCUSSION: The Aspen Police Department (APD) and 540 Employee Housing project went through its first hearing with the (Historic Preservation Committee) HPC led by Amy Simon and Jennifer Phelan. The HPC Board approved by motion that the historic “Zupanicis house and shed” remain on site and be preserved in an interpretive manner. The meeting was continued until March 23, 2016 with the following list for the Project Team to address: • Review the height of the second floor of the Police building. • The historic house and shed should remain on site. The barn may be demolished. • Reconsider where the historic resources will be temporarily staged off site. • Show how the building will be maintained as an interpretive building. • Look at the fence at the Police staff courtyard and see how it can be minimized to not block the historic resource. • Provide additional renderings (Sketch up Model), particularly from the North side of the property. • Provide Story Poles on the North side of the property. The project team has worked with the APD staff to finalize the programing of space in the building and we are now looking at operational and architectural systems. The current plans and renderings are included in the attached presentation (Exhibit A). In February, Staff has met twice with the HOA representatives of Concept 600 building and Obermeyer Place we are working with them on the overall site plan and the use of alley that they have expressed concern over. We have presented them with an Alley Use Policy (attached P3 I. Page 3 of 5 Exhibit B) that Chief Pryor has drafted and they are generally accepting of this policy, but we envisage specific details may develop. As we finalized the design of the alley entrance we will incorporate the Hunter Street Trail ramp, the alley crossing and vehicle warning beacons – all will be reviewed and developed with both HOA’s. The project design team hosted two public open houses on February 25, 2016 to review the 50% schematic design progress for the Aspen City Hall at Galena Plaza and Rio Grande Place. Staff will be focused on the following over the course of the next two months. APD Next Steps: • Issue DD • Receive initial Shaw pricing/estimate • HPC Review #2 (and Approval) • Develop interior finishes, FF&E • Value Engineering #2 • Ongoing meetings with neighbors to address concerns. 540 Employee Housing Next Steps: • Validate unit mix (1,2,3 beds) • Confirm setback off west side • Review access agreement/Leases with Obermeyer • Reach out and receive modular solutions and pricing (reduce construction impact & time) • Gain HPC Approval (including finalize historic house location/use) The Aspen City Hall hosted two public open houses on February 25, 2016 to review the 50% schematic design progress for the Aspen City Hall at Galena Plaza/Rio Grande Place. A site plan, architectural elevations describing mass and scale, a series of character image boards and a series of public evaluation boards were organized around the Rio Grande room for participants to view. The design team walked attendees through the intent of the boards, answered their questions and recorded their questions and comments. A full record of these recorded comments was taken. (Attached Exhibit D). The comments were focused on the following. • Building size and scale • Allocation of city resources • Building and site features • Parking • Public amenities The team is currently focused on the interior programing of the building and determining the best layout of the space to provide exemplary public service. This effort requires an in depth dive into the specific operations and space configurations with the department heads, Managers office and architecture team. We have targeted the end of March to complete this exercise. The Architecture team is also working with the Contractor to identify and specify all building systems and architecture materials, conceptual boards that speak to the architectural language of the building were included in the public open house and are included here in the presentation (attached Exhibit C). Page 4 of 5 Next steps for new Aspen City Hall: • Finalize affinities • Interior programming for operational efficiency / public service • Develop architectural language • Finalize departmental detail/flow • Schematic design structure, MEP, envelope options • Contractor pricing and VE#1 The project team ensured the participants of each of these events that all of these issues would be addressed appropriately in the ongoing design process, and we have a very inclusive process going forward. FINANCIAL/BUDGET IMPACTS: The Budget has not changed since August, with $48.3mil overall project total budget. Exhibit B APD ALLEY POLICY The alley located to the North of the 700 block of E Main Street is a part of the City of Aspen streets network and is a public right of way. This internal department directive will be used for guidance and will not be binding if operational efficiency or public safety needs dictate a change to this alley use policy. Routine, non-emergency traffic in and out of the Aspen Police Department will generally be routed through the northern entrance of the parking garage. Traffic in and out of the east entrance to the parking garage will generally be reserved for use under the following conditions: 1. Some emergency response. 2. When the north entrance to the garage is blocked for in- or out-bound traffic. Speeds within the alley will be limited to a maximum of 15 mph. During emergency response, sirens should not be activated until a patrol vehicle enters from the alley onto Spring Street. Lights may be flashing. DESIGNWORKSHOP 120 East Main Street, Aspen, Colorado 81611 • (t) 970.925.8354 • (f) 970.920.1387 www.designworkshop.com Aspen Police Station Public Outreach Update To: Jack Wheeler From: Design Workshop Date: March 2, 2016 As the Aspen Police Station has been moving through the detailed design process, small group meetings  and conversations have been held with neighbors most closely impacted by the project. In addition, a  series of Aspen Police Station boards were included at the Galena Open on February 25th to provide the  public an additional opportunity to comment on the design progress. The comments received at the  public open house are similar to comments and discussions from the small group meetings.   This is a summary of those meetings and conversations:    Small Group Meeting | Concept 600 and Obermeyer Representatives  Tuesday ‐ February 23rd, 2016  Meeting notes:   Obermeyer and Concept 600 expressed a desire to be continued to be included in design updates.  Representatives will provide updated mailing lists should information be sent by mail. Email  addressed will not be shared with the design team; however, representatives will distribute electronic  information to homeowners, businesses and other tenants if the design team provides the  information.     Both expressed concern over the proposed secondary access point from the police underground  parking garage. The need for this use was heavily questioned. The design team explained how this  was a critical best practice and very important to the function of the police station. In response, the  police department has drafted a use policy for how the police department will minimize their use of  this secondary egress point to the public alley.  o Concept 600 noted that sometimes vehicle need to load and unload in the alley. (The design  does not impact this use of the alley.)   o City to distribute a written basis of design and analysis of the garage’s secondary egress  importance.  o City to distribute a Police Alley Use Policy      While HPC will ultimately decide if the historical structures are required to stay on site,  representatives of Obermeyer prefer they move offsite.     The realignment of the Hunter Street Trail connection was discussed in detail. All parties expressed a  desire to enhance this connection. The connection should be made available through stairs and  ramps. Ramps should accommodate accessible access and bike circulation.   o Obermeyer was open to site improvements within the existing easements and Obermeyer  property IF the “right” design solution could be developed.   o The design team will continue to refine this connection with Obermeyer and Concept 600’s  input.   o Maximizing green space around the stair connection to south Obermeyer plaza is desirable.   Design Workshop, Inc. Page 2 o Concept 600 representatives were open to reconfiguring a ramp further into their property,  but this will ultimately be a board decision. Starting the ramp closer to Main Street is  preferred.   o The Hunter Street ramp is currently snowmelted by Obermeyer. The proposed ramp should  be snowmelted.     Obermeyer expressed willingness to create a secondary transition between the Crescent building  walkway and 540 E Main sites. Stairs are preferred to make the 3.5’ of grade transition between the  two sites.      The intent to provide parking spaces for the proposed affordable housing units was discussed. The  city has a long term lease for 20 spaces within the Obermeyer parking garage. Twelve of these spaces  are anticipated for the affordable housing units.    o Obermeyer stated the Crescent elevator was not an option for access as it’s an LCE.    o The city would like to use the Crescent stairs only to access the housing.    o Obermeyer’s preferred access route is through the northern GCE elevator.     Obermeyer expressed an interest in “clean up” some aspects of current agreements through this  project’s process:  o Longevity (extend past 2046)  o Access (particularly how city parking use accesses out of garage)  o Use (of city property and associated parking. Housing is not limited).   o Look at waiver of the punch through (in OB Ordinance)  o Sort out street side agreement, parking, maintenance, parking metering, garage cleaning    Small Group Meeting | Concept 600 Homeowners  Friday ‐ February 26th, 2016  To follow up on the February 23rd small group meeting, a homeowner’s meeting was scheduled in the Rio  Grande Room to discuss the Aspen Police Station site plan. Meeting notes:     The design team presented the two conceptual site plans reviewed by HPC on February 25th and  expressed a desire to work together for a final site plan design.      Homeowners were pleased to have APD as neighbors.      The police station’s proposed limited use of the alley was described to homeowners. Creation of the  use policy was well received and appreciated. With 60 residential units on the alley, the homeowners  expressed a desire for the project to continue to mitigate impacts to residential units. The use policy  was a step in the right direction.   o Homeowners asked that vehicles dropping pedestrians to the south end of Obermeyer plaza  be maintained.   o Fedex and other delivery trucks currently park in the alley. Will this be maintained?  o Police should never block the alley as it is heavily used by homeowners.   o Can a blue light (or some pedestrian crossing signal) be used to indicate police cars are about  to exit the garage?   The historic structures on 540 East Main are not sacred to the HOA. Their relocation would improve  the police site plan.    Construction impacts were discussed. Concept 600 had a construction mitigation plan developed with  Obermeyer while their project was being constructed, and it worked well. They will share this plan  with the city. The most sensitive construction impacts are:  P34 I. Page 3 o Noise  o Do not block the alley  o The alley should not be used for construction parking  o Hours of operation  o Utilizing the off‐season for longer construction hours may be a possibility     A ramp to connect residents from Main Street to Obermeyer plaza is important to be maintained.  Starting the ramp at Main Street is preferred and bike access should be possible.      Can Hunter Street Trail signage be improved?    Small Group Meeting | Aspen Medical Care  Wednesday – March 2, 2016  The design team received an email outlining concerns from Aspen Medical Care (AMC), a business within  Obermeyer. The email outlines the following concerns:  ‐ The alley and Hunter Street Trail connection are both important access routes to AMC for 60+  patients/ per day. Project impacts to these routes must be thoughtfully considered.   ‐ The AMC office is currently difficult to find for tourists or other first time patients. The proposed  project should not make it even more difficult. Can access to the office be improved?  ‐ The alley is used for patient drop‐off and pick‐up. Sometimes, these drop‐offs are time sensitive  so a patiently can receive medical attention as quickly as possible. The proposed project should  accommodate these types of drop‐offs without blocking police vehicles.   ‐ Construction of the proposed project should not impact these critical access routes.     In response to the email, the design team has considered site strategies to mitigate these impacts. These  were reviewed with the Practice Administrator of AMC on March 2, 2016, who acknowledged these  strategies would ease their concerns. A record of this meeting is as follows:     AMC’s parking spaces off the alley will not be impacted by the project. However, these parking spaces  are blind to police cars exiting the garage. To alleviate the blind spot, the design team will consider a  combination of mirrors and a visual signal to indicate the garage doors are opening for police to exit  the garage.      To accommodate an ambulance picking up a critical patient in a time sensitive manner, the design  team has shown an ambulance path with turning radii. An ambulance will be able to access the  Obermeyer plaza from the alley without blocking police vehicles. This is very similar to how it is used  today.     This ambulance path could also serve as patient drop‐off and pick‐up for non‐emergency trips.  Signage for “medical drop‐off only” may be appropriate to discuss with Obermeyer further.      Off‐season would be the best time of year to re‐construct the access routes. An accessible route (even  if temporary) from Main Street to Obermeyer should be maintained through the course of  construction. The design team will consider this strategy in construction sequencing. Closing access in  the peak winter months would be very harmful for AMC.      Obermeyer, including AMC, will be engaged in further conversations as the design progresses.     P35 I. DESIGNWORKSHOP 120 East Main Street, Aspen, Colorado 81611 • (t) 970.925.8354 • (f) 970.920.1387 www.designworkshop.com City Hall 50% Schematic Design Public Open House Input Summary To: Jack Wheeler From: Design Workshop Date: March 2, 2016 Public Open Houses (12:00‐1:30 and 5:00‐6:30 in the Rio Grande Room)  54 attendees (between both open houses)    The project design team hosted two public open houses on February 25, 2016 to review the fifty percent  schematic design progress for the Aspen City Hall at Galena Plaza and Rio Grande Place. A site plan,  architectural elevations describing mass and scale, a series of character image boards and a series of  public evaluation boards were organized around the Rio Grande room for participates to view. The design  team walked attendees through the intent of the boards, answered their questions and recorded their  questions and comments. A full record of these recorded comments is included for review.     The following is a summary of common themes and input gathered from attendees:    Building size & scale   There is a continued desire for the building to be modest and humble.   Questions arose about how the building height compared to adjacent buildings. Some attendees  appreciated that the building height was lower than surrounding buildings.     Preserving mountain views from Galena Plaza and from Rio Grande Park is important. The building  should not block views.   Some expressed concern that there is too much extra program (such as innovation center) that could  be housed in other buildings, such as the armory, and allow the city offices to be more modest in size.   Appreciation was expressed that the buildings are separated on 3rd level to reduce visual impact.   Requests were made for more indicators of scale and mass through additional graphic visualizations  (additional elevations and perspectives).    Please ensure the building has minimal impacts to Rio Grande Park especially in terms of maintaining  good solar exposure and access.   Mill St Housing was concerned about the NW entrance of City Hall blocking their view.   Numerous individuals appreciated the variety of massing viewed from Rio Grande Park.    Allocation of city’s resources   The topic of affordable housing came up in questions and discussions. Some expressed a desire for  the city to allocate more resources to affordable housing. The affordable housing units proposed at  540 East Main Street were discussed in response, but the team acknowledges this is a broader topic  outside of the proposed projects being discussed.    Consolidating city resources into 1 site for city offices was expressed as a positive.     Design Workshop, Inc. Page 2     Building and site features    Can the project include solar power?   Can another material besides brick be considered for City Hall?  The material variety in Aspen is  appreciated.   Is there a staging area for special events? Make sure the special events space anticipated in the new  Galena plaza plan are preserved.    Are there too many entry doors?  Is it clear through signage or way finding how you enter the building  from the parking garage?   Is there an opportunity to add public restrooms with an exterior entrance?   Café space – Some felt a privately operated café space (or food and beverage space) would be a great  opportunity to activate Galena plaza, or provide a reason to gather at the plaza. Others expressed an  overall concern with the building program being too much and that the café space contributed to this  excess.   The project should stay focused on the work spaces and offices for city employees and put less  emphasis on public spaces and tourists.    Some expressed appreciation that the building will be open (3 story atrium), full of natural light, but  level of finishes should be more minimal than in the character images convey.   Can City Hall serve as a place for public art? Sculptures which change periodically?   Maintain a seamless connection between Galena Plaza and Rio Grande Park. What is the accessible  route? Can the proposed stairs be snowmelted to facilitate a better connection?   Could a viewing deck or patio space be located on the roof to make up for lost plaza space?    Parking   Parking should be maintained.    How is overall parking within the city affected? How is the street parking impacted? How is the  existing parking garage impacted? How is the surface lot impacted?    Miscellaneous   What happens to Tasters?  As an affordable, local’s favorite, it should remain accessible to the  community. It would help activate the space.   What is going to happen to the Armory?   Is the schedule true and reasonable?      P37 I.
