Excused were Jori Busch and Warren Ryan. MOTION: Don moved to approve the minutes of Sept. 18th, Oct. 2nd and Oct. 9th; second by Bill. All in favor, motion carried. MOUNTAIN RESCUE TREE LIGHTING Sherry Tom stated that Mountain Rescue would like to do a fund raiser as the county did budget cuts and Mountain Rescue has lost their funding. They are requesting the tree in front of the Popcorn Wagon for the month of February. They will solicit donations through a large mailing and have a donation book indicating who has given donations to Mountain Rescue in advance of the month of February. This money will be used to fix equipment and purchase new equipment of rescues. It is a non-profit organization of 45 people who volunteer themselves to back country rescue and mountain safety. John asked about the style of lights. Sherry stated that they would be the large white ones and hopefully the Fire Dept. will turn them on and off. Jack stated that he would be concerned about the sign due to vandalism. The other issue is snow remoVal and that can be worked out with Tom Rubel. John asked about the use of City power to light the tree since the city has problems with the power on the mall. He also stated that the use was Non- profit, a good cause and visually there is no change. The only real issue is a month vs. two weeks. Jack stated that he is in favor of the month display because it is not something that is brought in and it doesn't take up ordinarily vacant space. Mountain Rescue is a needed service. COMMERCIAL CORE & LODGING COMMISSION NOV. 6. 1996 Bill agreed that this is an acknowledgment that someone contributed $20. to Mountain Rescue. MOTION: Bill moved that the CCLC approve a one month stay for the Mountain Rescue tree lighting on the mail. Mountain Rescue is to work with Tom Rubel from the Parks Department, the Electric Department and the Community Development Department regarding the sign; second by John. All in favor, motion carried. COMMISSIONER COMMENTS Barbara Umbreit, Community Relations Officer stated that she has scheduled a meeting regarding encroachments and who enforces them etc. and will report at the next meeting. She stated regarding illegal parking in the alleys Tim Ware does ticket people. Regarding the court issue and parking in the alley the Judge states that the defendant is usually right because it is difficult to prove he isn't without a photograph etc. When the alleys get striped it will be easier. Bill stated that he would like to meet with the Judge to discuss the issue before the next CCLC meeting. He feels the defendant should appear in front of CCLC and explain their case. Tim Ware, Parking Supervisor stated he could advise CCLC when there are cases coming up in front of the Judge. John stated that he is frustrated because the striping isn't done and it was requested months ago. Barbara and Kathy stated that they would follow up, Barbara stated at the last meeting it was requested ifa fine could be given to the violator on the spot rather than going through the red tag and then the fine. She stated the attorney informed her that a red tag must be issued first. There has to be an opportunity for the offender to correct the action. 2 COMMERCIAL CORE & LODGING COMMISSION NOV, 6, 199__66 Bill stated what happens if it is only correctly partially. At what point can you say no more~ Barbara also reported on the Grand Valley by-product grease containers. Lonnie stated that they actually are from Telluride and the company is to take care of cleaning the containers. They are allowed to take the steam cleaner and clean them in place and let the fluid go into the storm drains. He stated that he has a problem with cleaning them in the alley due to toxic products etc. He feels that there should be a central location where they could be cleaned but that is not the way the Environmental Health set the law. They will not clean them in the winter due to ice buildup. He stated that he made Environmental Health aware of certain situations and asked for assistance when their food service license came up but did not get a response from the department. Barbara stated that she will set up a meeting regarding the issue and that the City Manager dislikes laws on the books that are not enforced. Don asked who enforced the law as to When the grease traps are picked up. Lonnie stated that he thought the only time they are to be picked up is when they are full. Barbara stated that there is nothing specific in the food service regulations about grease containers and how they are to be dealt with. A lot of the older restaurants do not have grease traps. We need to find a way to get Grand Valley to get rid of the contents. ' Jack stated that the real problem is the people dumping the grease. They slop it all over. Certainly they need emptied more than once a month. WINTERSKOL 1997 Carrie Brennan, Special Events Coordinator from the ACRA stated that the theme is happening with the 50th celebration and it is "Legends of Old, 3 COMMERCIAL CORE & LODGING COMMISSION NOV. 6, 1996 silver to gold". The schedule is similar to last year. The changes are basically in the time. Diane Moore, ACRA President stated that the World's Fair will be on Saturday this year around 1:00 p.m.. This year they are trying to tighten up the parade. Carrie stated that she met with the Parks Department regarding the Electrical and the Fire Departmefit. She has also coordinated with the Parks Department setting up the tents. There will not be a craft booth but they will sell the Winterskol logo items. A table will be on the mall. JeffHauffrey, chairman of the Winterskol committee designated the areas for the ice sculptures. There will be four new children's sculptures this year by the Wagner Park side. Anderson Ranch will designate different blocks for different schools. Carrie stated that there will be a snowshoe obstacle course in the Park for the children. The RecreationDepartment will set up kids booths: There will also be sleigh rides. John stated that he had no problem with the activities on the mall. Jack stated that last year there was one problem with the tents. They need to be instructed to stay away from the entrances of the businesses. Bill asked if the Air Force band will be coming up to play. Carrie stated that they will be here. John asked if there was any kind of valley wide out reach to the Latino community. Diane stated that they do not have a specific person that they deal with. Barbara stated that she can do some correspondence regarding the out reach. 4 COMMERCIAL CORE & LODGING COMMISSION NOV. 6, 1996 John stated regarding the Mariachi band possibly there is a local band that can be used. MOTION: Don moved to approve Wintersko11997; second by dohn. All in favor, motion carried. VALET PARKING Tim Ware, Parking SuPervisor stated that he placed the bid for Valet Parking in the paper with specific instructions. Barbara asked about the extension of the shuttle and how it would effect the valet parking. Tim stated that Council did not approve the time extension of the Galena Street Shuttle. Lighting will go in the garage and the voucher program is back to make it easier for the guy at night to make sure he doesn't ticket the wrong car. Bill stated that at one of the meetings it was determined that the brochure for the shuttle should be upgraded to better promote the shuttle. Tim also stated that the Parking Department wants to promote the garage mhd shuttle and they will contact the businesses regarding the programs. Don asked why City Council backed off on the extension of the shuttle. Tim stated that CoUncil wanted to see if the shuttle becomes popular with the added advertisement. Barbara stated that she feels there is a problem crossing Main Street. Bill asked if the shuttle could be staged in front of Clark's where there is the no parking lane because it is a much better staging area. Tim stated that he would look into it. 5 COMMERCIAL CORE & LODGING COMMISSION NOV, 6, 1996 Tim also stated that they are looking at a review appeal that could be done written or in person out of court. They would hire a referee to look at the tickets case by case. This would help out those who come here from out of town as court is only on Wednesday. COMMISSIONER COMMENTS Jack stated that he is having problems with departments in the city and after his are solved he will bring them to the board for discussion. People giving the tickets etc. and dealing with the public are far more friendly than in the past. The ACRA is moving ahead with a pilot program for a service university. The program will essentially train people on the courtesy in dealing with the public. Barbara stated that there will be representatives from the city at the meeting. Tim stated that they have hired the same person (Greg Cortopassi) to do a specialized training for the parking department. Bill stated that employees of the city should all be downtown ambassadors. Barbara stated that all of the city staff are supposed to be ambassadors for tourists. John stated that with the successful passage of the election and the possibility of light rail into Aspen he feels the CCLC should be more involved in the direction that the rail is going. It will slowly progress to the core area. Design issues are coming quickly. Bill stated that he is involved with the trolleys and recently the Board sent a representative to Lisbon to investigate purchasing more trolleys that are on the market for $1,000 a piece. The shipping would be about $4,000. There are only 26 available. Bill stated with the delivery truck policy of getting the trucks off the street into the alleys gave a comfort zone with the merchants as opposed to keeping the trucks out of town permanently. 6 COMMERCIAL CORE & LODGING COMMISSION NOV. 6, 1996 Jack stated they had four meetings and a lot of input. The consensus was to proceed and everyone thought it was a good idea and something that they could cooperate with. They emphasized that it was necessary for everyone to work together in order for this to work. The next meeting is with city staff. One of the concerns was when a truck breaks down and they can't get into town and out by the recommended time. If trucks can get offthe streets and into the alleys he feels a lot would be accomplished. The thought about axle size is eliminated. Bill stated that if the food trucks can deliver by address that would clearly clear up the alleys and be more efficient. MOTION: Don moved to adjourn; second by Bill. All in favor, motion carried.
