HomeMy WebLinkAboutcclc.min.110602 COMMERCIAL CORE & LODGING CO~ISSION MINUTES OF NOVEMBER 6, 2002 Chairperson, Bill Dinsmoor called the meeting to order at 8:30 a.m. Commissioners in attendance: Charles Kennedy, Andrew Kole, Eric Cohen Commissioners excused: Terry Butler, John Start MALL LIGHTING - JEFF WOODS Jeff said the Electric Dept. would change the globes from plastic to glass next spring. Stream lighting is fiber optic cables that lay in the streams. The total cost will be around $16,000 to $25,000 for all of the lighting which includes tree lighting. The CCLC unanimously agreed to proceed with the Rising Sun lighting project by Christmas. The stream lighting will temporarily be done and the cables buried in the spring. MOTION: Andrew moved to approve the lighting project, second by Eric. All in favor, motion carried. Yes vote: Bill, Eric, Charles, Andrew Jeff said the recommendation should be made to management regarding Rising Sun doing a study for DIG regarding lighting of businesses. Bill said the up lighting of the trees is a tremendous improvement. He also relayed that the architectural lighting on our building is horrendous. Possibly Rising Sun can provide a consulting service that the city could underwrite or we could find funding. We would also need to meet with the HPC because the mall is in the commercial core historic district. Jeff said they removed trees that were sick and diseased and ones that were recommended for the lighting project. SATURDAY MARKET - PARK Charles presented a diagram that conceptually shows the park as a use for demonstrations only. Andrew said they would like to expand on Hopkins ½ block west and IA block toward Main Street toward Galena. Charles also suggested expanding 2/3 of the block east on Hopkins. COMMERCIAL CO~ & LODGING COMMISSION MINUTES OF NOVEMBER 6~ 2002 The board suggested for next year that a semi-permanent stage and a canopy be erected. Possibly a mirror could be erected to enhance the visual effect of the demonstrations. Possibly the canopy could be kept up all summer. Jeff Woods said dedicating a Park for a single use might be difficult to get passed. If the tent were up all the time it would be difficult to maintain the grass. Tim Ware, Parking Director said he could support going further east on Hopkins to the 600 block as opposed to the other choices. The traffic pattern flow needs to be ad&'essed. Whatever the choice is, there is loss in tax revenue. The CCLC supported Hunter toward Main. Eric relayed that if a half block was approved for booths, from a traffic standpoint the entire block would have to be blocked off due to traffic issues even if it wasn't being used. Charles said to re-coop the revenue the booth fee would have to be increased, almost double. Bill said the alley behind city hall is for parking and staging. Barry said the chefs need something to stand on and he agrees with the canopy effect, that it would be successful. He also feels that a winery should be accompanying what the chef serves to offer more to the public. Tim also brought up the issue of the handicapped parking space on the north side of Hopkins which has a vehicle parked in it five feet every Saturday. No vehicles are allowed in the handicapped space. Tim suggested a work session with city council and directed staff to set up the meeting. VALET PARKING Tim said the Little Nell and St. Regis charge $18. Per day for valet parking. The contract with Brian Wexler is ending and needs to be revisited. The board suggested that Brian attend the next meeting in order to address all of the problems and concerns. COMMERCIAL CORE & LODGING COMMISSION MINUTES OF NOVEMBER 6,2002 Eric inquired about the problems. Tim said cars are not being parked in the garage and he is taking more space then he has been given. Cars are left in the area. BARRY GORDON Barry went over the Christmas event. Staff reminded Barry that he needs to contact the Environmental Health and the Parks Department regarding his event. Barry said all he needs is promotional money around $2,000. Andrew suggested that the media partnership up. KSNO and KNFO should be contacted. Eric said you are asking for money that isn't there. Eric said contact the ACRA because special event funding is in place for local events. Bill requested that staff contact the legal department regarding a special taxing district for the purpose of marketing and find out who would vote on that. Barry said he is sending out a letter to everyone to join his group. Charles also said we should be thinking of Conner Park and what needs built there. Maybe do movies to increase the vitality. COMPACTORS: NICK ADEH, ENGINEER Staff relayed that the $4,500 from CCLC budget will be carried forward to the Electric Dept. for the compactors next year. Engineering, Environmental Heath and the Clerk's office determined that the two alleys in which compactors should be address are the ProdaYLittle Annie's alley and the Little Ollie's alley. Bill said he feels the alley behind the Isis should also be addressed. Bill said CCLC needs to be kept in the loop. Staff said related issues are who notifies the businesses and how do we notify them. Bill also said the contract needs addressed. Trash companies make more money off compactors and possibly the fee should be lower. Everything has to be done simultaneously. Bill said the city has all kind of potential control. The city might be able to say no dumpsters as a trash facility. He also suggested that Boogie might do a Verdi-pack. The second compactor would be by Prada's. Nick Adeh, City Engineer said the north side of the alleys should be clear of dumpsters, There are not too many wall attachments on the north side and it could be a clear path for truck deliveries. All the meters are attached on the south walls. The south side of both alleys can hold compactors. Bill asked about the notion to get rid of dumpsters that are even on private property? Nick said he would support that notion. Nick said the downtown needs cleaned up and made presentable. If the City declared the downtown core a trash compacting district then we would be able to enforce it in our public right-of-ways. All the refuse collection companies would get an encroachment license and put the trash compactors in the alley public right-of-ways. Tier two would be to work with the private owners. If the district ordinance were passed CCLC would have to work with the collection companies to have them come up and set the compactors up and operate them. Under that ordinance whomever does not have containment within their private property will have to join the program. Nick said we need to contact the Prada business to see if we can put a box on their property to handle the electricity, otherwise we have to dig a two- foot by 175-foot line to the other end of the alley for the transformer to provide service. It would cost around $6,500 for the two alleys just to mn service. IfPrada's would agree the cost would be cut in half. We still need to dig trenches in both alleys but the distance would be lessened. The control panel on a pedestal would then be installed to provide the service/hookup. If the ordinance was in place the trash companies could then assess the users, Staff asked Nick if we couldn't amend Chapter 12, regarding solid waste and prohibit dumpsters in the core. Nick said he would have to discuss that 4 COMMERCIAL CORE & LODGING COMMISSION MINUTES OF NOVEMBER 6~ 2002 with the City Attorney to make sure he is comfortable with enforcement under the purview. Nick also suggested that Chapter 21 of the code could be modified to say that trash compacting will be enforced in the core area. Staffasked for clarification regarding the cost. Nick said it would cost $1,500 for the electricity in the Prada alley without the 175-foot line. If we cannot get Prada to agree the cost would be $5,000 for the alley. The service has to be underground. Nick suggested a letter be drawn up for Prada stating that we are trying to reclaim the neighborhood and make it more presentable and would you be open to the city using your electric gutter system attached to your wall already, Underground line has already been done to the Prada distribution area that is attached to the Prada building. Jinx Capparella, Electric Department said the main delivery power line is strong enough to be able to tap into the box. The meter is independent. The location in Little Ollie's alley is almost in the center. That fee would be around $1500. A small trench would have to be dug in that alley. No cement pad is necessary for either alley.
