Mayor Stirling called the meeting to order at 5:05 p.m. with
Councilmembers Tuite, Isaac and Fallin present.
ORDINANCE #15, SERIES OF 1989 - Centennial/Hunter Creek Annexation
Councilwoman Fallin moved to adopt Ordinance #15, Series of 1989,
on second reading; seconded by Councilman Tuite. Roll call vote;
Councilmembers Isaac, yes; Tuite, yes; Fallin, yes; Mayor Stirling,
yes. Motion carried.
Fred Gannett, city attorney's office, told Council he is working
on the streets agreement with the county. The agreement states the
streets will be maintained by the city and owned by the county.
Deputy City Manager Ron Mitchell told Council staff will be sending
a letter to the residents in the area notifying them of the
annexation. Gannett said the major impact will be on the police
department for the rest of this year. The police department is
trying to work out cooperative strategy with the sheriff's
department.
Gannett told Council he received a call from a licensed surveyor
complaining that a annexation plat was prepared by a non-licensed
surveyor. A criminal report has been filed with the police
department and a grievance has been filed with the surveyor's
commission. Gannett told Council he feels there is a difference
between an annexation plat and an annexation map. The statutes
only call for a map; they do not specify the boundaries be exact.
Gannett said he feels this is a civil issue and should be taken to
the surveyor's board. Gannett said as a result of this annexation,
the city will file an annexation plat and will be sure a licensed
surveyor signs off on the plat.
Mayor Stirling moved to continue the meeting to 6:30 p.m. on April
3 to continue the public hearing on Ordinance 7, 8, 10, 13 and 14;
seconded by Councilwoman Fallin. All in favor, motion carried.
Council meeting was over at 5:15 p.m.
