Mayor Stirling called the meeting to order at 4:03 p.m. in the
police conference room with Councilmembers Isaac, Fallin and Tuite
pre sent .
Councilwoman Fallin moved to table the Wolftone Lawsuit to March
13 , 198 9; seconded by Councilman Tuite . All in f avor, motion
carried.
Councilwoman Fallin moved to table Report on PM 10 Data and
Amending Ordinance #59, 1985, to March 13, 1989; seconded by
Councilman Tuite. All in favor, motion carried.
AT,BERT SCHWEITZ ER MEMORIAL
Mayor Stirling told Council an organization in Connecticut
contacted him about working to establish a memorial in Aspen to
commemorate Schweitzer's visit to Aspen. Mayor Stirling said there
is some controversy at the Institute whether their 40th anniversary
is 1989 or 1990. Mayor Stirling said this memorial could be the
beginning of their anniversary celebrations. Mayor Stirling
suggested the committee have someone from the M.A.A. on it.
Councilman Isaac suggested tying this into Schweitzer's work in
Africa and having someone from Africa on the committee.
Councilwoman Fallin moved to form a citizen's advisory committee
comprised of King Woodward, Walter Ganz , Franz Berko, Elizabeth
Paepcke and someone from the Institute's headquarters, and to have
the committee recommend to Council the type of memorial for Albert
Schweitzer's 40th anniversary visit to Aspen; seconded by Mayor
Stirling. All in favor, motion carried.
MARTIN LUTHER KING DAY
Councilman Isaac said he does not want another compulsory city
holiday but would like to recognize Martin Luther King day.
Councilman Isaac suggested including Martin Luther King day as one
of the city's holidays and employees could select 3 of 4 holidays.
Councilwoman Fallin said that would not make the day a memorial to
King. Councilman Isaac said employees could take that day off if
they want. Councilwoman Fallin said several years ago she
suggested the city should observe Martin Luther King day and
Council voted to observe it by proclamation. Councilwoman Fallin
said it is an observation of a holiday when the city offices are
closed. Councilman Isaac said he is hesitant to close city hall
down and favors the idea of a swing day. Mayor Stirling agreed he
is not anxious to add another holiday. Mayor Stirling suggested
substituting Martin Luther King day for another swing holiday.
City Manager Bob Anderson suggested if Council wants to switch this
for anothe r swing holiday he discuss with staf f which holiday to
trade for and report back to Council.

Mayor Stirling moved to direct the city manager to discuss this
with staff and report back at the first meeting in April; Council
desires to declare this as one of the 10 official holidays;
seconded by Councilwoman Fallin. All in favor, motion carried.
RE UEST TO LEASE TROLLEY CAR
Deputy City Manager Ron Mitchell told Council this is a req uest
from the Glenwood airport to lease and to fix up a trolley car.
Mitchell said they will pay to move this to Glenwood.
Mayor Stirling moved to table this until after the work session
with RFTA on trolleys; seconded by Councilman Isaac. All in favor,
motion carried.
RESOLUTION #7. SERIES OF 1989 - Centennial/Hunter Creek Annexation
Fred Gannett, city attorney's office, told Council city clerk
Kathryn Koch checked the petition and there are 40 q ualified
electors who are landowners in the area.
Councilwoman Fallin moved to approve Resolution #7, Series of 1989;
seconded by Councilman Tuite. All in favor, motion carried.
RESOLUTION #8. SERIES OF-1989 - Nomination of Election Commissions
for Centennial/Hunter Creek Annexation Election
Councilwoman Fallin moved to approve Resolution #8, Series of 1989;
seconded by Councilman Tuite.
Fred Gannett, city attorney's office, told Council the
Commissioners are to be a landowner in the area, who is Michael
Kinsley, Ron Mitchell and a third party acceptable to the other
two. This third party is Debbie Ayres. Mayor Stirling said he is
somewhat uncomf ortabl e about the relationship between Debbi a Ayres
and Councilman Gassman. Gannett told Council the parties who have
the authority to discuss the third party are Kinsley and Mitchell.
Gannett said it is not a statutory requirement that Council approve
all parties. Gannett said the Election Commissioners are
responsible for seeing the election is properly run and reporting
back to the District Court. Councilwoman Fallin said Ms. Ayres is
not serving on a board or commission and see she does not see a
conf 1 ict .
All in favor, with the exception of Mayor Stirling. Motion
carried.
Council adjourned the meeting at 4:32 p.m.
