The purpose of this meeting will be to consider a contract to purchase real property for affordable housing. .~ I ~: Kathryn S,~' Koch, City Clerk Notices delivered to: Mayor Stirling Councilmembers Michael Gassman Frank Peters Steve Crockett Bill Tuite City Manager Anderson City Attorney Special Meeting Aspen Citv Council March 7, 1990 Mayor Pro Tem Gassman called the special meeting at 6:20 p.m. to order with Councilmembers Crockett, Peters and Tuite present. RESOLUTION #12, 1990 - Baldwin Property Purchase Dave Myler, city attorney's office, told Council the purpose of this meeting is to ratify a contract signed by the city manager subject to Council's approval. This contract provides an approval period through 5 p.m. March 28, 1990. Myler said this time period will allow the city to study all aspects of the acquisition of the property, if the price makes sense, what the city can do with this property. Myler told Council the city has under contract or is in negotiation for properties that could be developed up to 132 units providing about 295 bedrooms housing 325 employees at an average subsidy of $4,000 per unit. The total cost of all these properties will be $5,000,000 to $7,000,000 and all but $1,200,000 will be recovered. Myler said the proposal for the Baldwin property is for 16 to 18 townhouse units priced in the moderate income range or $97/square foot. Myler told Council the net cost to the city for this property is $2,380,000 for 2.3 acres. Myler said some of the property could be sold for free market lots and this price can be substantially reduced. Councilman Peters said a 30 day look at no risk is hard to argue against. This time can be used to find out what the property is worth and what can be put on the site. Councilman Peters said Council needs to discuss how the acquisition, develop- ment and planning of these sites should be coordinated with the housing office. Councilman Peters said the city has an emerging scattered site housing and land acquisition program. Councilman Peters moved to adopt Resolution #12, Series of 1990; seconded by Councilman Crockett.
