The proposed renovation meets the standards set forth in Land Use Code Section 26.435.040(B), Stream Margin Review Exemptions. The majority of the renovation is proposed on the non-river elevations of the residenee and will not fall outside the designated building envelope. In addition, the proposed expansion will not inerease the amount of strueture eoverage in the 100 year floodplain. Aeeording to the applicant's proposed FAR ealculations, the proposed additions to the existing strueture will not exceed a 10% expansion of the existing FAR. STAFF COMMENTS: Review criteria and Staff Findings have been included as Exhibit "A." The application has been included as Exhibit "B." RECOMMENDATION: Staff recommends the Community Development Director approve the proposed Stream Margin Exemption with eonditions. ApPROVAL I hereby approve this Stream Margin Exemption for an addition to the Fuente Residence, 115 Neale Avenue, with the following conditions: 1. The development may occur as represented in this application. 2. The proposed work shall not create a disturbance on the riverside of the parcel. 3. Prior to construction, the applicant shall obtain all necessary permits from the Building Department as required. 4. The proposed areas of the addition occur on the South and East sides of the house (the river is to the West). The exterior remodel eonsists of the following: -The removal of three (3) bay windows on the west elevation, -The removal of an existing round dormer on the west elevation -The removal of three high peaked gabled roof formations (two on the western side of the house oriented north-south, and one over the garage oriented east-west), and replacing them with two low gable roofs and a pyramidal roof at the north west corner of the house. -The addition of a tower at the entry on the east side of the house. -Replacing the saw-toothed wall at the northeast corner of the garage with a single wall. -The addition ofa shed roof with clerestory windows across the middle of the building, replacing an existing half round plastic skylight. -The addition of stone to the building ~de along the south and east elevation. -The addition of exposed timber trusses and columns at the street elevation (east) The proposed project conforms to all of the requirements listed on Attachment 5 for ESA Exemption. Each item is addressed individually below: 1. The development does not add more the ten (10) percent to the floor area of the existing structure ore the amount of building area exctupt from floor area calculations by more than twenty-five (25) percent- percentage of existing F.A.R. to be added 9.42% 2. The development does not require the removal of any tree for which a permit would be required. 3. Most of the additional square-footage to be added is on the east side of the house (the river is to the west)- only 17 s.f. is being added to the south elevation. 4. The development does not fall outside the approved building envelope. 5. The building is located outside of the 100 year flood plain. "...", ,-., , J \ ...,.~" The existing house is in non-compliance with the eurrent regulations regarding stream line review standards. The applications of those standards would result in an allowable building footprint of approximately I0x20, due to top-of-slope and easement restrietions. As iUustrated in the attached elevations, the proposed development reduces the encroachment on the river as illustrated with a 45 degree sight line, and reduces the exposure of the house towards the river by lowering existing roof profiles. The tower, although above the existing roof ridges at the west elevation, has been moved away from the western elevation so that it has less presence than the existing roofs.
