HomeMy WebLinkAboutordinance.council.011-86 ORDINANCE NO. -.11..___ (Series of 1986) AN ORDINANCE AMENDING ORDINANCE NO.1 (SERIES OF 1985) TO ORGAN- IZE CITY DEPARTMENTS INTO FIVE AGENC IES, TO BE KNCMN AS "PLANNING AND DEVELOPMENT AGENCY", "PUBLIC SERVICES AGENCY", "PUBLIC SAFETY AGENCY", "ADMINISTRATI VE SERVICES AGENCY" AND "LE IS URE SERVICES AGENCY" WHEREAS, pur suant to Ord inance No. 1 (Ser ies of 1985), the City Council approved the organization of existing City depart- ments into six agencies; and WHEREAS, upon the recommendation of the City Manager, the City Council desires to amend Ordinance No.1 (Series of 1985) and approve and authorize the City Manager to merge the functions of the Assistant City Manager with the Administrative Services Agency, such that City departments will be organized into five agencies to be known as "Planning and Development Agency", "Public Services Agency", "Public Safety Agency", "Administrative Services Agency" and "Leisure Services Agency" NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO: Section 1 That Ord inance No. 1 (Series of 1985) is hereby amended to provide that City departments be organized into five agencies, as follows: - PI anning and Development Ag ency, wh ich shall incl ude the "City" function of the joint City/County departments of Planning, Building and Environmental Health to be headed by the Director of Planning and Development. - Public Service Agency, including the City departments of Engineering, Electric, Water and Streets to be headed by the Director of Public Services. - Public Safety Agency, including the City Police Department, Animal Control and the "City" function with regard to the joint City/County Department of Communication, to be headed by the Director of Public Safety. - Administrative Services Agency, including the Finance Department, Municipal Court, City Clerk, Data Processing, and Personnel, to be headed by the Assistant City Manager/Director of Administrative Services. - Leisure Services Agency, including Parks, Recreation, Muni- cipal Golf Course, Ice Garden, and the Wheeler Opera House to be headed by the Parks Director. Section 2 If any section, subsection, sentence, clause, phrase or por- tion of this ordinance is for any reason held invalid or unconsti- tutional by any court of competent jurisdiction, such portion shall be deemed a separate, distinct and independent provision and such holding shall not affect the validity of the remaining por- tions thereof. Section 3 Nothing in this ordinance shall be construed to affect any right, duty or liability under any ordinances in effect prior to 2 the effective date of this ordinance, and the same shall be con- tinued and concluded under such prior ordinance.
