CITY OF ASPEN, COLORADO
ORDINANCE NO.~
AN ORDINANCE AMENDING SECTION 23-61 OF ARTICLE III OF
THE MUNICIPAL CODE OF THE CITY OF ASPEN, COLORADO, TO
REDUCE WATER DEPARTMENT COSTS ASSOCIATED WITH
MAINTAINING LARGE INVENTORIES OF CURB STOPS, CURB
BOXES, AND OTHER APPURTENANCES, PERMITTING THE WATER
CUSTOMER TO PURCHASE THE CURB BOX AND CURB VALVE FROM
THE INSTALLING CONTRACTOR AND REDUCING THE UTILITY
HOOKUP CHARGES
WHEREAS, the City Council of the City of Aspen, Colorado
has determined that it is in the best interests of water
customers of the ci ty to purchase curb stops, curb boxes and
other appurtenances from the installing contractor, thus
permitting the Water Department to reduce its inventories of
these items.
WHEREAS, the city Council further determines that Utility
hookup costs will be reduced, as a consequence of the reduction
in inventory of curb boxes, curb stops and other appurtenances,
and that these saving should be passed on to City water customers
in the form of reduced utility hookup charges in all categories.
NOW THEREFOR, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF ASPEN, COLORADO:

That section 23.61 of Municipal Code of the City of Aspen,
Colorado, is hereby amended to read as follows:
Sec. 23-61
UTILITY HOOKUP CHARGE
"(a) A recommended m~n~mum diameter s~z~ng for physical
water connections shall be computed in conjunction with the ECU
rating on the application, and a utility hookup charge shall be
paid to the city according to the following table:

0 1.0 3/4 inch $200.00
1.1 2.0 1 inch 300.00
2.1 7.0 1 1/2 inch 400.00
7.1 20.0 2 inch 600.00
(b) The utility hookup charge shall include the cost of the
corporation stop and the tapping of the corporation stop into the
water main. The cost of the installation of the corporation shall
also be included. The water user shall furnish and pay for all
other materials, labor and all expenses in and about the making
of all connections with the main, including all costs of the
service lines and meter installations, except for the specific
costs included in the utility hookup charge described in this
section.
(c) If warranted by unusual or special circumstances, the
superintendent may impose special utility hookup charges."

If any section, subsection, sentence, clause, phase or
portion of this ordinance is for any reason held invalid or
unconstitutional by any court of competent jurisdiction, such
portion shall be deemed a separate, distinct and independent
provision and such holding shall not affect the validity of the
remaining portions thereof.

A public hearing on the ordinance shall be held on the
