HomeMy WebLinkAboutminutes.drac.19990408DESIGN REVIEW APPEALS CO~SSiON- Mih~ April 08~ 1999 Steve Buettow, Chairperson, called the Special Meeting °fthe Design Review Appeals Commission meeting to order at 5:00 p.m. with members Roger Moyer, and Mary Hirsch. Tim Mooney arrived at 5:30 p.m. Bob Blaich and Gilbert Sanchez were excused. Staffmembers present were Mitch Haas and Community Development; David Hoefer, Assistant City Attorney; Jackie Lothian, Deputy City Clerk. DISCLOSURE OF CONFLICTS OF INTEREST None. CONTINUED PUBLIC HEARING: R~Sidence 1340 Red BUtte Drive ~ Wildman Sworn In: Jennifer Cohen and Candace Hart from Cunniffee Associates. Steve Buettow opened the continued public hearing and asked the applicants if they wanted to proceed with the hearing having only 3 members present. The applicant's agreed to go ahead with the hearing. Mitch Haas explained that a vicinity map was included; the proposal was for a small addition to an existing non-conforming section of the house. The new windows did not meet the volume standards. Staff felt it was a fairly benign proposal but the standard had to be met. There was nothing about the site that required the windows in this configuration; the applicant could redesign or take the two to one floor area penalty. Jennifer Cohen explained that the windows did not face the street and were far from the next neighbor; it did not affect the human scale of the street. Cohen said that it was designed to conform to the existing home and keep the same architecture style. Roger Moyer asked the height of the two doors. Cohen replied that they were 8 feet high. Cohen said that the doors followed the lines of the architecture on the addition; the views were towards Aspen Highlands and Aspen Mountain. Cohen said that the owner was going to more plant trees. David Hoefer asked the applicant how they feel that they have met the three criteria. Cohen said that they met "a" and "b" because they were going to keep the existing design with a window mimicking the other high windows mound the house; there were not site constraints, Mary Hirsh stated that there was no problem with the variances. Roger Moyer agreed but said that if it were in the West End there would be a problem. Steve Buettow noted that it would not be seen from the street. MOTION: Roger Moyer moved to approve the variance requests for 1340 Red Butte Drive although this does not meet the strict interpretation of the residential design standards due to the fact that this house was not part of a pedestrian grid and was located off the street but not visible from the street; Mary Hirsh seconded. Roll call vote: Hirsh, yes; Moyer, yes; Buettow, yes. APPROVED 3-0. MINUTES MOTION: Roger Moyer moved to approve the minutes from April 1, 1999; seconded by Tim Mooney. APPROVED 3-0.
