HomeMy WebLinkAboutordinance.council.055-93 ORDINANCE NO. --~--~ (Series of 1993) AN ORDINANCE AMENDING ORDINANCE NO. 64 (SERII~ OF 1992) REFINING THE CITY MANAGEmeNT STRUCTURE AND AFFIRMING THE APPOINTMENT OF STEVE BARWICK AS ASSISTANT CITY MANAGER/FINANCE DIRECTOR. WHEREAS, pursuant to Ordinance 64 (Series of 1992) the City Council approved the existing organization of City departments and added a new department for Transportation and Parking functions; and WHEREAS, upon recommendation of the City Manager, the City Council desires to authorize the City Manager to reorganize the administrative departmental structure for the City as depicted in Attachment "A", which entails the combining of all administrative or "internal service" departments under an Assistant City Manager. The Assistant City Manager will also act as the City Finance Director and will have management responsibility for City Clerk, Data Processing, Personnel and Finance departments; and WHEREAS, pursuant to Section 6.7 of the City Charter the City Manager asks that Council approve the appointment of Steve Barwick as Assistant City Manager/Finance Director; and WHEREAS, upon recommendation of the City Manager, the City Council authorizes the City Manager to combine the Planning and Building departments in one Community Development Department as depicted in Attachment "A" in order to promote communication, cooperation and consistency between these two related functions. Any such combined department shah be further subject to City Council approval of an Inter- governmental Agreement with Pitkin County. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO, THAT: Section 1 The administrative departmental organization for the City of Aspen as established by Ordinance No. 64 (Series of 1992) is hereby repealed and supplanted by the organizational structure as set forth in the organizational chart attached and fully incorporated herein as Exhibit 'lA". Section 2 The Council hereby aff'nnns the appointment of Steve Barwick as Assistant City Manager/Finance Director. Section 3 This ordinance shah not have any effect on exiSting litigation and shah not Operate as an abatement of any action or proceeding now pending under or by virtue of the ordinances repealed or amended as herein provided, and the same shall be construed and concluded under such prior ordinances. Section 4 If any section, subsection, sentence, clause, phrase or portion of this ordinance is for any reason held invalid or unconstitutional n a court of competent jurisdiction, such portion shall be deemed a separate, distinct and independent provision and shall not affect the validity of the rem~inlng portions thereof. Section 5 A public hearing on the ordinance shall be held on the ~2~-~day of 1993, in the City Council Chambers, Aspen City Hall, Aspen, Colorado.
