Mayor Bennett called the meeting to 5:10 p.m. with Councilmember
Paulson, Waggaman and Richards present.
ORDINANCE #45, SERIES OF 1993 - GMQS Deadline for NC/SCI and CL
Zones
Leslie Lamont, planning office, told Council this ordinance would
move the deadline from September 15 to November 15. Staff proposed
this deadline change based on a work session July 19 at which time
Council reviewed the conceptual idea surrounding the superblock.
If there was to be a GMQS application for the superblock, the GMQS
deadline would have to be extended. Ms. Lamont said GMQS deadlines
have been extended for the Aspen Meadows project and the Little
Nell hotel.
Mayor Bennett opened the public hearing.
Mick Ireland, representing the superblock joint venture, said they
support the extension of the deadline.

Councilwoman Richards moved to adopt Ordinance #45, Series of 1993,
on second reading; seconded by Councilwoman Waggaman.
Councilman Paulson asked what qualifies a project to be able
request an extension of the GMQS deadline. Councilwoman Waggaman
said Council has indicated they would like the project to go
forward without waiting another year to apply for the GMQS. Ms.
Lamont said the Aspen Area Community Plan talks about pursuing the
east end parking lot, the super block concept, and recommends using
the super block concept development to further increase the
neighborhood commercial zone district. Any growth in the city has
to go through the growth management plan competition. Ms. Lamont
said by the time the city and applicants started looking at the
Kraut property and integrating it with the super block it was this
June. This extension will not preclude any one else from competing
in this zone district.
Roll call vote; Councilmembers Waggaman, yes; Paulson, no;
Richards, yes; Mayor Bennett, yes. Motion carried.
RESOLUTION #59, SERIES OF 1993 - Calling Special Election
Jed Caswall, city attorney, pointed out this resolution calls the
special election for November 2, 1993 and indicates one of the
questions will be the adoption of a new sales tax for transporta-
tion. Section 2 reserves the flexibility for Council to add
questions within their discretion. Mayor Bennett said this

resolution does not obligate Council to have a special election but
gives them the opportunity if they need to. Councilwoman Waggaman
said she is committed to the county-wide 1/2 cent sales tax;
however, she is concerned about the back up proposal of the 1/4
cent sales tax. Councilman Paulson questioned whether this city
tax would be misread that the city is not trusting the county and
Snowmass with their 1/2 cent sales tax.
Councilwoman Richards moved to adopt Resolution #59, Series of
1993, calling a special election for November 2, 1993; seconded by
Councilman Paulson. All in favor, motion carried.
Council requested the ballot language be added to the September 13
Council agenda.
Councilman Paulson moved to adjourn at 6:15 p.m.; seconded by
Councilwoman Richards. All in favor, motion carried.
