Mayor Bennett called the special meeting to order at 8:15 in the
city manager's office with Councilmembers Paulson, Richards and
Waggaman present.
Mayor Bennett said the purpose of the meeting is to discuss the
negotiating position on the superblock issue, to talk about trading
of the city street, and to formulate the negotiating position with
Don Fleisher. Councilwoman Richards said she has some concerns
about discussing this in executive session. There are enough
issues that are of public concerns to discuss this in a public
session.
Councilman Paulson agreed he would rather discuss this in public.
Councilman Paulson said he does not feel he has a conflict of
interest on this issue. Councilman Paulson said he has more
feelings about Council that about City Market. Councilman Paulson
said he does not feel this is a project the community wants.
Mayor Bennett said the purpose is not to discuss policy issues,
which can only be done in public. The purpose is to discuss
negotiating techniques. Mayor Bennett said to do this in public
would be fiducially irresponsible. Mayor Bennett suggested naming
two people to meet with Fleisher and then report back to Council.
Councilman Paulson said these negotiations should come after the
citizen comment period. Mayor Bennett said the community has been
involved in this for two years. This is discussed in the community
plan. There is a public benefit in getting cars off the street,
additional parking for skiers right at the ski lift; there is the
creation of a community square to give Aspen back some of the
community feeling it has lost.
Councilwoman Waggaman agreed it would be most responsible to meet
with the negotiator. Councilwoman Richards said she would like to
reconsider the position of public funding on the second level of
parking. Don Fleisher said the tools of negotiation will evolve
from the scope of the project. Fleisher said he needs to have
certain parameters from Council. Councilman Paulson said his big
concern is the size of the store, whether the city should be
building underground parking. Councilman Paulson said building
underground parking seems to be encouraging people to drive.
Councilman Paulson said he does not want to give up Cooper street
as public property. Mayor Bennett said he did not feel anything
could be accomplished in a public session. Mayor Bennett left the
meeting.
Councilwoman Waggaman moved to adjourn at 8:40 a.m.; seconded by
Councilwoman Richards. Motion carried.
