Mayor Pro Tem Richards called the meeting to order at 5:05 p.m. with
Councilmembers Paulson and Waggaman present.
PROCLAMATION
- Child Protection Awareness Week
Mayor Pro Tem Richards read into the record a proclamation for Child Protection
Awareness Week, April 8 through 14, and encouraged the support of all local
merchants and citizens. Someone accepted the proclamation and told Council there
will be dolls and blue ribbons around town to heighten the awareness of Child
Protection Awareness week.
PROCLAMATION
- Young Artists Festival
Mayor Pro Tem Richards read into the record a proclamation for the month of April
12 to May 12 declaring this to be Young Artists Festival month in Aspen.
PROCLAMATION
- National Telecommunicators Week
Mayor Pro Tem Richards read a proclamation for National Telecommunicators
Week, April 7 to 13, in honor and recognition of the county’s telecommunicators
and the vital contributions they make to the safety and well-being of the citizens.
Brent Finster, communications director, accepted the proclamation for his
department.
CITIZEN COMMENTS
1. Eric Lecht nominated Sarajevo, Yugoslavia, as a sister city for Aspen. Lecht
said it seems like Sarajevo could really use a city sister. Sarajevo is multi-cultural
like Aspen and is surrounded by skiing. Lecht said it Aspen may be able to do more
good with a sister city like Sarajevo rather than some of the current sister cities.
2. Sy Coleman supports the idea of Sarajevo as a sister city. Coleman said his
question is about rental employee housing. If someone is currently in employee
housing and they have to move out, they are put at the bottom of the list for new
employee housing. Coleman said this does not seem fair or right. Mayor Pro Tem
Richards said she will have staff find out what the policy is and report back to
Coleman.

3. Ned Johnson said he has heard the Cemetery Lane bus route will be replaced
with dial-a-ride. Johnson opposes this as the bus intervals will be less reliable and
Cemetery Lane citizens are already paying for the bus system with their tax money.
Mayor Pro Tem Richards said this has been a discussion item only. There have
been lots of ideas discussed through the transportation development plan. Mayor
Pro Tem Richards said there will be public meetings scheduled on any proposed bus
changes.
COUNCILMEMBER COMMENTS
1. Mayor Pro Tem Richards reminded everyone to vote tomorrow.

1996; seconded by Councilman Paulson. All in favor, motion carried.

COLORADO, AMENDING SECTION 1.04.090 AND ALL OTHER PENALTY
PROVISIONS OF THE ASPEN MUNICIPAL CODE TO INCREASE THE
MAXIMUM FINE FROM $300.00 TO $1,000.00 FOR VIOLATIONS OF THE
MUNICIPAL CODE, TO INCREASE THE MAXIMUM JAIL TERM FROM
NINETY (90) DAYS TO ONE YEAR FOR VIOLATIONS OF THE MUNICIPAL
CODE, TO PROVIDE PENALTIES FOR JUVENILE OFFENDERS, AND TO

ORDINANCE #8, SERIES OF 1996
- Trueman SPA Amendment
Councilwoman Waggaman moved to continue this to May 13, 1996; seconded by
Councilman Paulson. All in favor, motion carried.
MAROON BELLS CAMPGROUND UPDATE
Rob Iwomoto, Rick Doak, and Jacqueline Leonard of the U. S. Forest Service
presented their plans for Maroon Bells campground. This is a 5 year capital
improvement program including relocating the actual camp sites and the parking lot
for day traffic. The camp sites are located in a hazardous area and need to be
relocated. Doak told Council they will continue to allow only bus traffic during the
daytime hours. Doak said the partnership with RFTA has been a great one. The

only sales allowed at this area will be a visitor’s guide, or a bird watching guide;
they do not intend to sell pop, candy, t-shirts. Maroon Bells campground will be run
by a concessionaire who will be determine through a competitive bid process. Doak
told Council they feel a concessionaire will do a better job of running the
campground. The lease will be an initial one year with 2 year renewals.
Doak told Council they are doing press releases, and articles in RV and camping
magazines. Doak said the Forest service has the commitment for the funds for this
project for 1996. This will be a $10 to $12 million project over 5 years . Doak said
rather than relying on Congress for the funding, this will be a public/private
partnership for about 50 percent of the funding. Jacqueline said the demand for
recreation is increasing while the money is decreasing. The forest service is trying
to develop a grassroots constituency, get the public to take ownership of public
lands and to acknowledge this is their backyard. Jacqueline said they will use
volunteers and will have an innovative fund raising program. Typically the federal
agencies cannot raise funds; there have been changes to allow this. People need to
rally behind this valuable asset in their neighborhood. The forest service will be
speaking to a lot of different groups and presenting this capital improvement plan as
well as the funding requests. Council agreed to send a letter of support for this
project.
Councilman Paulson moved to adjourn at 6:20 p.m.; seconded by Councilwoman
Waggaman. All in favor, motion carried.
