MIN UTES OF JANUARY 2L 2004
Chairperson, Bill Dinsmoor called the meeting to order at 8:30 a.m.
Commissioners in 'attendance: John Starr, Charles Kennedy, Marc Breslin,
and Mark Goodman. Excused were Eric Cohen, Terry Butler and Andrew
Kole.
COMMISSIONER COMMENTS
Tim said Brian Wexler had a conversation with John Worcester at a party
and mentioned that he cannot do valet parking in residential areas because
he has a contract with the city that does not allow him to provide that
service.
Tim said John requested that the CCI_ C look into changing the valet
ordinance. Tim proposed that a business license should be provided,
proof of insurance, and that all parties be registered with the City of Aspen.
Tim smd the idea is to allow valet parking in residential areas for all
vendors. It would be open competition for residential areas.
John pointed out that restaurants could offer a package deal on valet
parking. You might see valet parking everywhere. . :-
Bill mentioned the parking garage that is intended to go to a vote. If the
vote passed what if they offer some kind of valet service.
Charles said extra valet service would be great but we would have back up
of cars throughout town.
Tim said if the valet parking vendor is registered with the parking
department we have some control.
John said he gets real nervous about this proposal.
Mark Goodman said the tourist have issues with parking and transportation
to and fi.om the airport. We do not want to make it hard for the tourist
coming in.

The board requested a draft ordinance before they support the change of the
ordinance.
Bill and John mentioned extending paid parking for another hour. Tim said
the lighting is a problem at night and it would be a staffing issue. It
certainly would be a great revenue jump for the city. At the current trend in
2006 the parking department will have no budget.
Bill said the increase in paid parking time would improve mass transit and
fill the garage.
Tim went over the Offspring concert. CCLC is concerned about police
control and the ramifications if the concert fails.
Saturday Market
Bill said Stacey DeVries has agreed to put the chili pepper roaster on the
west side of his booth.
Bill mentioned the flower issues an_d people bringing in flowers that are not
grown in Colorado.
Bill said Jack mentioned roasted meats. It would clearly have to be a whole
bird and taken off the premises. Bill said Jack would have more produce
early.
John said City Council mentioned not competing with people in town.
Marc said the crafts need to be upgraded.
Bill mentioned the Woody Creek store being in the market. CCLC supports
the Woody Creek store in the market as long as they meet the criteria.
Charles mentioned that 65% of the people filling out the survey wanted less
crafts and 70% percent wanted more fruits and vegetables.
John mentioned having a half dozen non-profits going into the park.
Bill mentioned that possibly the food demonstration restaurant could sell
their product in the park. He is not opposed to hot food samples.

Staffmentioned handing out discount tickets for different restaurants at the
market.
Bill suggested contacting Wolf or Viking stove companies to set up in the
park.
CCLC wants to be involved in the special event worksession with city
council.
CCLC worksession - Feb. 2nd 1:00 p.m. city council chambers.
Staff mentioned that the Worksession on special events that council ~s
having is Feb. 3rd at 6:00 p.m
MOTION.. Bill moved to adjourn: second by John. ,4ll in favor, motion
carried.
