RE: View Plane Text Amendments Site Visit
REQUEST OF COUNCIL: This work session is a walking site visit to look at view planes. No formal
direction is requested.
BACKGROUND: As part of the AACP-Land Use Code coordination process, Council is analyzing the
existing view plane regulations with the goal of strengthening the regulations, simplifying compliance
and increasing ease of use. A site visit was planned for November 2th to facilitate discussion about the
existing condition of each view plane, assess the potential impact of development in different locations
to the view planes and add on-the-ground information and perspective to Council’s consideration of
amendments to the view plane regulations. The information and direction provided during the site visit
will be included in staff and the consultant’s analysis and proposed view plane amendments ordinance in
early December.
The site visit will begin at 4:00 p.m. at City Hall and visit the view planes in the following order:
1. City Hall
2. Glory Hole Park
3. Cooper Street
4. Wagner Park
5. Wheeler Opera House
6. Main Street (Hotel Jerome)
7. Court House A & B
Exhibit A maps the view plane locations and outlines the order in which the locations will be visited.
Exhibit B is a map showing the view plane locations, extent, floor elevations and the relationship of
each to the 8040’ Greenline buffer area.
NEXT STEPS: Following Council discussion and Council direction during the site visit, staff and the
consultants will develop draft text amendments to the view plane regulations to be presented to Council
at the December 12th Council Meeting. Second reading and adoption of the final ordinance will be
scheduled for January, 2017.
