HomeMy WebLinkAboutcclc.min.0705171 COMMERCIAL CORE & LODGING COMMISSION MINUTES OF JULY 5TH, 2017 Chairperson Bill Guth called the meeting to order at 8:33 a.m. Commissioners in attendance: Bill Guth, Bill Dinsmoor, Amanda Tanaka, Kiki Raj, Erik Klanderud. Absent were Charles Cunniffe, Steve Fante and Terry Butler. Staff in attendance: Nicole Henning; Deputy City Clerk, Mitch Osur; Parking Services Director Special Guest: Kathy Strickland Mr. Guth asked for comments on the draft minutes from June 7th, 2017 and there were none. Mr. Guth motioned to approve, Mr. Dinsmoor seconded. Public comment: none. Commissioner comments: none. Ms. Strickland gave an update on the Saturday market. She mentioned that she has moved things around to make everything fit and said Mr. Dinsmoor was there on the first weekend to help. She said she has moved ACES over to E Hyman Ave and they now have 60 feet. She mentioned that one person didn’t show this past week and had gotten her alternating week confused. She said they are still having a lot of electrical issues and had extension cords wrapped around the light poles. Dragonfly Jun was blowing a circuit this weekend and they had no other choice, but to use Vectra Bank’s electricity or bring her own ice coolers. Ms. Strickland suggested that next year only the aggies can use the electricity so this will be an item up for discussion. She said Dragonfly Jun is aware of the issue and are working on a solution. Ms. Strickland said she spoke with the Electric Department about another transformer, but the City said no because the market may not stay in the same place and the transformers are so expensive. Mr. Osur said he will be present at the market this weekend and wants to identify every electrical issue they are having and will bring in the Electric Department to discuss these issues with them for the next year. Ms. Strickland went on to say that the egg guy sold 75 dozen eggs this past Saturday. Mr. Guth commented that he thought the new book guy’s booth looked great, but Ms. Raj didn’t love it. Ms. Strickland said that Mawa’s kitchen asked for more electricity, but she hasn’t used it yet. She wants to toast her bread. Mr. Guth said he thought she did a great job as well. Ms. Strickland also mentioned that she is keeping in constant touch with her new members and checking in with them about weather, tents, weights, etc. Mr. Dinsmoor stated that we should make sure people have signage on their booths that correspond with who they are or what they are selling for the customer’s benefit. He said he would like to see banners across the top of everyone’s tents. 2 COMMERCIAL CORE & LODGING COMMISSION MINUTES OF JULY 5TH, 2017 Kiki said there were more public service tents this time and she liked that. Mr. Dinsmoor said that Sugar and Twinkle need to be more on time setting up in the morning. Mr. Guth said they must also play by the rules even though they aren’t officially a part of the market. Ms. Raj said she really liked the new person with the t shirts and tote bags and she is a really nice addition. Moving on to the discussion of Jayne Gottlieb and Preshana, Ms. Strickland started by saying that all applications are due by the end of December and some maybe by the end of January. She said her list of alternates is full. The appeal process is to come to CCLC if Ms. Strickland says no, but she doesn’t like breaking the rules and once word gets out on the street, people start getting upset for good reason. Mr. Guth asked if anyone felt that Preshana should be a part of it and all responded “no”. Ms. Strickland visited Dragonfly Jun’s booth and she said there is no room for Ms. Gottlieb to share the booth. Ms. Gottlieb said she wants to have a rolling cart or a teal carpet leading to her front door and that she is open to a brainstorm. She said she would have applied on time if she had a lease at the time, but she did not. She told CCLC there’s an opportunity here to make an exception to the rule. Mr. Guth replied that CCLC is not going to brainstorm with her for ideas and that she needs to do that on her own and suggested she give them a couple of ideas to consider. Ms. Gottlieb told Mr. Klanderud she would like a quarter or half of the ACRA booth and he told her they are full currently, but can work to fit her in somewhere and will reach out to her. Ms. Strickland reiterated that she just doesn’t have room and mentioned that on Hyman, only storefront stores are allowed to be in the market, which is mandated by Council. Mr. Guth suggested that she apply next year as a regular vendor and Ms. Strickland said she needs to determine if Ms. Gottlieb even qualifies for the market. Mr. Guth summarized that a carpet leading to her store with a sandwich board or partial squeezing in for her as issues to discuss further and that Ms. Strickland will have to determine this weekend if they can even make room. Mr. Osur mentioned that we need to speak with COMDEV about the carpet because it would be in the public right of way and said that CCLC doesn’t have the authority to give this right of way to her. Mr. Dinsmoor commented that in the history of managing the market, they have identified businesses on street level being buried by the market. He told Ms. Gottlieb that she is not qualified to be in the market and we have our guidelines so there is nothing you are currently doing to qualify you to fit in, but we can possible give some space to use. He said until they can modify their rules, there is nothing more that can be done for this year and it’s too little too late. 3 COMMERCIAL CORE & LODGING COMMISSION MINUTES OF JULY 5TH, 2017 Ms. Gottlieb cried and said the City is making this so difficult for her and asked CCLC to help a local. Mr. Dinsmoor informed her that she didn’t listen to him and he said Ms. Strickland is going to look into what she can do to give her some space. Ms. Strickland is our manager and she is going to look into this for us, but you are not going to have a booth. Ms. Raj agreed and said we have to stick to rules. We’re not saying we don’t agree or that we don’t want to help you, but that we just don’t have any other solutions for you. I don’t know what we are even allowed to do and don’t know that we are allowed to have a carpet, but we will have Ms. Strickland look into it. Mr. Osur said she can definitely have a sign or a sandwich board. Mr. Guth suggested that she touch base with Kathy on Saturday to see what she finds out and then she needs to go speak to the Engineering Department about the right of way on her own to see if she can do the carpet. Mr. Guth stated that once she speaks with Ms. Strickland and gets a yes from Engineering, to send CCLC an email with a diagram. He said CCLC is conceptually ok with a runner carpet with a sandwich board and she needs to memorialize that in a sketch or diagram. Ms. Strickland said we should get the first step done and she will call Ms. Gottlieb. Mr. Guth asked me to notify every one of the outcome. After Ms. Gottlieb left the meeting, it was mentioned that she has had previous run ins with the City due to a right of way issue and it was also mentioned that she had recently verbally accosted a CCLC board member and a City staff member on two separate occasions since the last meeting. Mr. Osur moved to the next agenda item and spoke about mobility. The vitality of yesterday (July 4th), he said, was fantastic and there weren’t a ton of cars in town, but thousands of people. He wondered how can we get this for the entire month of July. Mr. Osur said he has no control over this, but it’s what the mayor wants to happen. They are going to have to expand bus service and want to pay Uber, bring in driverless buses, pay Tesla to drive people around town, etc. Their hope is to work with businesses other than RAFTA. Mr. Guth said that one of the top three goals of this mobility initiative should be to make sure that RFTA is extremely involved. Mr. Osur said there will be dog buses and Ms. Raj said there are still daycare drop off issues for parents. Mr. Osur said that CCLC needs to think about these issues and make lists so we can come back and discuss more. Ms. Raj said she would like more outreach regarding parking and that so far, it hasn’t been sufficient. 4 COMMERCIAL CORE & LODGING COMMISSION MINUTES OF JULY 5TH, 2017 Mr. Osur said he’s going to call Ms. Raj next week so they can go count cars together. Mr. Dinsmoor said that this will not address the issue of cars being backed up to the intercept lot in the morning. Ms. Raj replied by saying he is bringing up issues that CCLC cannot fix. Mr. Dinsmoor mentioned that unless you have really deep pockets and you happen to choose the wrong space, that’s on Ms. Gottlieb and if CCLC starts allowing service people in the market, everyone else is going to want in. Mr. Guth agreed and said, if she comes with a good pitch next year, that’s great, but she’s late this time around. Mr. Klanderud said he is on five different task forces and everyone is meeting about all the same issues you guys are bringing up. The Sterling’s and Bennet’s keep rehashing these same issues and it doesn’t seem to be changing. Unless people in town are affected in the wallet or quality of life, they aren’t going to care about these issues. Businesses are having a hard time staffing because people are starting to go down valley to Willits. Ms. Raj said it needs to be easier for people to get here from Rifle, etc. or Aspen doesn’t run. Mr. Klanderud said the city and county have totally different issues and agendas. The mayor said that since this is his last year, he is going to be more aggressive with his main issues and mobility is one of those. I mentioned Dan Nelson’s note that special events is completely in charge of the Art Shows and that Parks just reserves the spot for them. Mr. Klanderud mentioned the ACRA shop local initiative and Mr. Guth said he thinks it would be much more compelling to hear some back story of the business, instead of just giving a 10% discount to highlight these places. Mr. Klanderud said he will take this message back to ACRA. Ms. Tanaka said that customers like to have a story to feel connected.
