MINUTES OF JULY 7~ 2004
Chairperson, Bill Dinsmoor called the meeting to order at 8:30 a.m.
Commissioners in attendance: Charles Kennedy, Andrew Kole, Mark
Goodman, Marc Breslin and Eric Cohen. Terry Butler was excused.
Tim Ware, Parking Department relayed that the city is contemplating
getting rid of the contract regarding valet parking. It seems that valet
parking will only work if the city handles it. There is constant friction
between the two companies. The city is also working with Lisa Baker on a
residential plan that will enable either company to compete.
Labor day is the last day Valley Valet can operate.
Bill asked, how important is it to keep it going all summer.
Eric asked what the cons were. Tim said cars are not going to the garage.
The attorney said Valley Valet doesn't have the proper insurance. Tim said
Valley Valet takes up 8 parking spaces in town.
Andrew asked if the city could take it over for the rest of the summer. Tim
said the city is not ready yet. Andrew recommended cutting the contract
with Valley Valet immediately.
Eric said he would keep Valley Valet until the ender of the summer, which
would be Labor Day.
Tim said he got a phone call and Valley Valet was involved in an accident
and won't pay.
Tim said 1400 hundred cars a month are to be parked in the garage. 100
cars a night. The service runs Thursday, Friday and Saturday.
Tim said if.the service was run properly it would be great. Tim said Valley
Valet need to get their insurance policy up to speed and let him go to Labor
Day. If it can't get it, it should be terminated.
Eric said the satisfactory insurance certificate should be submitted by 5:00
tomorrow. If that doesn't occur the contract should be terminated.

Tim said getting rid of the service takes a 30-day notice.
Mark suggested giving him another warning and terminate at the end of the
summer.
Marc said the insurance is not adequate. Maybe it is time to get someone
else to perform Valley Valet.
John said it is unacceptable if the insurance is not correct. Let him go
through the end of the summer. If the insurance is not submitted he should
be out by next week.
MOTION: Eric made the motion that Valley Valet submit their adequate
insurance certificate to Tim Ware by 5:00 tomorrow or the city may
exercise its right to terminate the contract immediately. The termination
time shouM be decided by the City Attorney; second by Mark. All in favor,
motion carried.
Saturday Market update:
Maggie Dorrough, market manager said they are making the opening larger
to the park in order to make it more inviting.
Charles said we need a 30-foot entrance.
Bill requested confirmation from Environmental Health if Darron is using
Bumps as a commercial kitchen and does he have a food service license.
Bill asked staff who didn't pay for their business license. Staff reported that
Tricia Moore hasn't paid.
Bill explained that Jennifer Craig could sell cut flowers because the farmers
have that agreement and she also grows them.
Bill said Lea Johnson must sell bouquets not individual flowers.
Andrew mentioned that the Colony and Pacific would like to go out eleven
bricks and add extra tables for the rest of the summer. Bill said they would
have to modify their liquor license in order to comply with state laws.

Bill said the city manager, Steve Barwick, met with the city attorney, John
Worcester; state liquor authority, Dan Gunter; local liquor authority, Bill
Murphy and chief deputy clerk, Kathy Strickland to discuss alfresco dining
and the options that are available to local businesses holding a liquor
license.
Hanna suggested that the info go out to the different restaurants and let them
know what they can and cannot do.
Hanna said she would meet with the City Manager to discuss the outcome of
the meeting.
MOTION: Bill moved to adjourn; second by Eric. All in favor, motion
carried.
Meeting adjourned at 11:00 a.m.
