HomeMy WebLinkAboutordinance.council.086A-76RECORD OF PROCEEDINGS 100 Leaves ORDINANCE NO. ~ (Series of 197~) AN ORDINANCE AMENDING THE UNIFORM BUILDING AND UNIFORM FIRE CODES SO AS TO REQUIRE THE INSTALLATION OF FIRE ALARM SYSTEMS IN EVERY APARTMENT HOUSE, LODGING HOUSE, DORMATORY, CONVENT, ~ONASTERY, ROOMING HOUSE, CONDOMINIUM OR HOTEL, TWO STORIES OR MORE IN HEIGHT AND CONTAINING MORE THAN FOUR (4) APARTMENTS OR GUEST ROOMS; FURTHER AMENDING THESE CODES BY REQUIRING THAT WHENEVER A FIRE ALARM IS REQUIRED, THAT BOTH AN AUDIO AND VISUAL ALARM BE INSTALLED (MEETING CERTAIN SPECIFICATIONS); AND REQUIRING THAT ALL SYSTEMS IN EXISTENCE ON THE EFFECTIVE DATE OF THIS ORDINANCE BE BROUGHT INTO CONFORMITY WITHIN ONE YEAR HEREOF WHEREAS, the City Council of the City of Aspen on the recommendation of the Fire Marshal, has determined to amend the provisions of the previously adopted Uniform Building and Uniform Fire Codes to require installation of fire alarm systems in occupancies not heretofore required to have such a system, and to require the addition of visual fire alarms to those audible alarms presently required so as (1) to provide an adequate system to alert all occupants in the event of a fire, (2) to clearly differentiate between burglar and fire alarms, (3) to indicate the type of system activated, (4) to locate, for the benefit of the fire department, the position of their connections (even though covered with snow or vegetation), and (5) because vidio alarms demand more attention. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO: Section 1 That Section 7-141 of the Municipal Code of the City of Aspen, Colorado, is hereby amended by the addition of subsection (q) thereto, ?hich said subsection reads: "(q) The Uniform Building Code is hereby amended by the addition of subsections (e), (f) and (q) to section 3801, which said subsections shall read as RECORD OF PROCEEDINGS 100 Leaves follows: Sec. 3801 (e). A visual signal shall be required whenever an audible alarm signal is required for an automatic fire alarm system. The visual signal shall meet the following requirements: 1. The light used shall be of the strobe type producing at least one million candle power, or or incandescent flashing type which can be plainly seen for at least 1,500 feet in all directions of approach. 2. Lights are to be red in color for systems equipped with a fire department connection and yellow in color for systems not having a fire department connection. 3. In systems with a fire department connection the light is to be located at least 12' above and as directly vertical to the fire department con- nection as possible. In systems without fire department connection the light is to be located so as to be visible from the nearest street. 4. A sign with the words "Fire, Call Fire Depart- ment'' (black on a white background and large enough to be visible from the center of the adjacent street) shall be mounted directly above the light. 5. The light shall not replace the audible alarm, but is to be used in conjunction with it. 6. The visual and audio signal shall be together on a circuit separate from all others except exit signs. (f) An inside audible alarm is to be installed -2- RECORD OF PROCEEDINGS 100 Leaves of Aspen, section wherever an alarm is required by Sec. 13.307 of the Uniform Fire Code or Sec. 3802 of the Uniform Building Code, except in single family, duplex, triplex and fourplex residential dwellings. In the case of public assembly areas with an occupant load of one hundred (100) or more persons, or where in the opinion of the Building Official or the Fire Marshal, the installation of an inside alarm may result in creating panic, the alarm signal shall be installed in an attended area, (e.g. pro- jection booth, manager's office) from where there can be effectuated an orderly evacuation of the assembly area pursuant to a system approved by the Building Official or Fire Marshal. (g) All fire alarm systems within the City in operation on the effective date of this ordinance shall, within one year of said effective date, be brought into conformance with the above require- ments. Section 2 That Section 7-141 of the Municipal Code of the City Colorado, is hereby amended by the addition of sub- (r) thereto, which said subsection reads: "(r) The Uniform Building Code is hereby amended by the repeal and reenactment of Section 1302(b) to read as follows: (b) Special Provisions. Group H Occupancies, more than two stories in height or having more than 3000 square feet of floor area above the first story, shall be not less than one-hour fire-resistive construction throughout. -3- RECORD OF PROCEEDINGS 100 Leaves EXCEPTION: Dwelling units within an apartment house not over two stories in height may have nonbearing walls of unprotected construction, provided the units are separated from each other and from corridors by construction having a fire- resistance rating of not less than one hour. Openings to such corridors shall be equipped with doors conforming to Section 3304(h) or other equiva- lent protection. Every apartment house, lodging house, dormatory, convent, monastery, rooming house, condominium or hotel, two stories or more in height and containing more than four dwelling units and/or guest rooms shall have installed therein an approved fire alarm system as specified in the amended Sec. 13.307 of the Uniform Fire Code. For Group H Occupancies with a Group F, Division 1 parking garage in the basement or first floor, see Section l102(a). For attic space partitions and draft stops see Sec- tion 3205. Section 3 That Section 9-3 of the Aspen Municipal Code of the City of Aspen, Colorado, is hereby amended by the addition of subsection (y) thereto, which said subsection reads: "(y) Section 13.307(a) is hereby amended to read: Every apartment house, lodging house, dormatory, convent, monastery, rooming house, condominium, or hotel two stories or more in height and containing more than four apartments or guest rooms shall have installed therein an approved automatic or manually operated fire alarm system so designed that all -4- RECORD OF PROCEEDINGS 100 Leaves OCcupants of the building may be warned simultaneously. Section 4 That Section 9-3 of the Municipal Code of the City of Aspen, Colorado, is hereby amended by the addition of subsection (z) thereto, which said subsection reads: "(z) Section 13.307 is amended by the addition of subsections (e), (f) and (g), which said subsections read: (e) A visual signal shall be required wherever an audible alarm signal is required for an auto- matic fire alarm system. Section 6. A public hearing on the ordinance shall be held on ~, 1977, at 5:00 p.m. in the City Council Chambers, Aspen City Hall, Aspen, Colorado.
