AN EMERGENCY ORDINANCE APPROVING THE CONSTRUCTION BY PITKIN
COUNTY, COLORADO, OF A WATER LINE EXTENSION TO THE SARDY FIELD
AIRPORT FACILITIES; GRANTING SUCH AUTHORITY PURSUANT TO THE
PROVISIONS OF SECTION 11.1 OF THE ASPEN HOME RULE CHARTER; AND
DECLARING THAT AN EMERGENCY EXISTS REQUIRING IMMEDIATE ENACTMENT
WHEREAS, application has been made for approval of
an extension of water service outside the limits of the City of
Aspen, more particularly to service the Sardy Field Airport
facilities, and
WHEREAS, the County Planning and Zoning Commission
has recommended approval of said extension which prior consider-
ation and review is required by Section 30-28-110 C.R.S., and
WHEREAS, the service requested will enhance a fully
approved Airport Master Plan and be in harmony, therefore, with
the planning and service objectives of Pitkin County, and
WHEREAS, the City Council feels that approval of
such extension is appropriate and wishes to accommodate the
construction schedule of Pitkin County by immediate adoption
of this ordinance pursuant to its emergency procedures,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL
OF THE CITY OF ASPEN, COLORADO:
Section 1
That there be approved and authorized a waterline
extension for service of the Sardy Field Airport Facilities which
service line shall commence at the western entrance of the Airport
Business Center and end at the terminal facilities, consisting of
two hundred fifty (250') feet of eight (8") inch line, and

one hundred ninety-five (195') feet of six (6") inch line, all
as described in specifications and plans presented to the City
Engineer by Pitkin County and of record in his office.
Section 2
That inasmuch as the construction schedule of Pitkin
County requires immediate commencement of construction, it is
hereby declared that an emergency exists and that this ordinance
be adopted pursuant to the provisions of Section 4.11 of the Home
Rule Charter, that it become effective immediately after second
reading, and neither a public hearing or first publication be
required.
Section 3
If any provision of this ordinance or the application
thereof to any person or circumstance is held invalid, such
invalidity shall not affect other provisions or applications of
the ordinance which can be given effect without the invalid pro-
visions or applications, and to this end the provisions or applic-
ations of this ordinance are declared to be severable.
INTRODUCED, READ AND APPROVED by the Aspen City Council
at its regular meeting held July 28, 1975.
