HomeMy WebLinkAboutordinance.council.006-76RECORD OF PROCEEDINGS 100 Leaves ORDINANCE NO. 6 (Series of 1976) AN ORDINANCE AMENDING VARIOUS SECTIONS OF THE ASPEN MUNICIPAL CODE CONCERNING WAGES AND VACATION BENEFITS OF CITY EMPLOYEES, SPECIFICALLY; AMENDING SECTION 2-76 EXTENDING THE PAY SCHEDULE TO INCLUDE THREE i(3) ADDITIONAL STEPS, PROVIDING FOR HALF-STEP INCREASES, AND ELIMINATING LONGEVITY INCREASES ONE (1) YEAR AFTER THE EFFECTIVE DATE OF THIS ORDINANCE; ~MENDING SECTIONS 2-79 AND 2-81 TO PERMIT DISPATCHERS TO ENJOY ADDITIONAL VACATION TIME IN LIEU OF HOLIDAYS; AMENDING SECTION 2-80 TO INCREASE PAID VACATION TO EIGHT (8) HOURS PER MONTH FOR EMPLOYEES OF LESS THAN FIVE (5) YEARS, AND TWELVE (12) HOURS PER MONTH FOR THOSE WITH FIVE (5) OR MORE YEARS OF EMPLOYMENT; AMEND- ING SECTION 2-81 TO GIVE THOSE WITH TEN (10) YEARS OF SERVICE, IN LIEU OF ADDITIONAL VACATION TIME, A 2% INCREASE IN THE CITY'S CON- ~RIBUTION TO THEIR PENSION FUND; AMENDING SECTION 2-88 SO AS TO RE- QUIRE VERIFICATION OF SICK ABSENCES ONLY ON REQUEST OF THE CITY MANAGER; AND AMENDING SECTION 2-91 TO INCLUDE TWO NEW WAGE BRACKETS AND RECLASSIFYING VARIOUS POSITIONS WITH RESPECT TO SAID WAGE SCHEDULE. ~HEREAS, the Aspen City Council has been presented with a series of amendments to the wage and vacation provisions of the Aspen Municipal Code and wishes to adopt the same, NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO: Section 1 That Section 2-76, subsection (a) of the Municipal Code of the City of Aspen, Colorado, is hereby amended to read as follows: (~a) Employees shall be employed in accordance with their respective pay grade number classification as determined by the pay schedule and position classif- ication in effect at the time of their employment and shall commence under Step A for twelve (12) months probationary period; thereafter, upon approval of the City Manager, such employees may be raised to Steps B, C, D, E, F and G (or half steps between). For a period of one (1) year from the effective date of this ordinance, every employee in a permanent status shall receive in addition to their base salary a three (3%) percent longevity increase upon commencing their second year of employment and a one-half of one percent (1/2%) increase for each year of uninterrupted service thereafter. All longevity increases shall be awarded on the anniversary date of employment. No such longevity increases shall be awarded after such time but nothing herein shall be construed to eliminate longevity increases awarded prior to or enjoyed at that time. RECORD OF PROCEEDINGS 100 Leaves Section 2 That Section 2-79 of the Municipal Code of the City of Aspen, Colorado, is hereby amended to read as follows: Sec. 2-79 Holiday work A permanent employee or probationary employee for the City shall be compensated for time worked on holidays at the rate of time and one-half or by equal time off (if permitted under law) as agreed upon by employee and supervisor concerned. Police personnel (including dispatchers) shall be granted extra vacation allowance in lieu of holidays as provided in Section 2-82. Section 3 That Section 2-80 of the Municipal Code of the City of Aspen, Colorado, is hereby amended to read as follows: Sec. 2-80 Regular vacation leave Every police officer and~ permanent or probationary employee in the City service, except temporary and seasonal employees, shall receive paid vacation leave at the rate of eight (8) hours per month; provided, however, that those police officers, permanent, and, when applicable, probationary employees who have completed five (5) years of continuous service shall receive paid vacation leave at the rate of twelve (12) hours per month. Vacation leave shall not be granted to any employee who has not completed a minimum of six (6) months of employment. Section 4 That Section 2-81 of the Municipal Code of the City of Aspen, Colorado, is hereby amended to read as follows: Sec. 2-81 Pension benefits in lieu of additional vacation City employees who have completed ten (10) years of continuous service with the City shall receive, in addition to that regular vacation leave provided for in Section 2-80, a two (2%) percent increase in the City's contribution to their pension funds in lieu of additional vacation time for such extended ser- vice. Those employees not participating in any retirement plan of the City shall receive, at the end of each calendar year, a cash payment equivalent to such two (2%) percent contribution. -2- RECORD OF PROCEEDINGS 100 Leaves Section 5 That Section 2-82 of the Municipal Code of the City of Aspen, Colorado, is hereby amended to read as follows: Sec. 2-82 Vacation leave for police personnel Police personnel (including dispatchers) shall be credited with nine (9) calendar days additional vacation allowance, in lieu of holidays, at the end of each completed year of service. Pay will be based on current basic salary. Section 6 That Section 2-88 of the Municipal Code of the City of Aspen, Colorado, is hereby amended to read as follows: Sec. 2-88 Sick leave Sick leave will be granted to every officer or employee in the City service, except temporary or seasonal employees, on the basis of one (1) day for each month worked. For periods of sick leave over two (2) days duration, the empl~ee shall, at his expense, and on request of the City Manager only, furnish the department a certificate or letter from the attending doctor setting forth the reasons for the sick leave. Abuse of such leave shall be grounds for dis- ciplinary action up to and including discharge. Sick leave may be accumulated up to ninety (90) days. Payment for sick leave shall be at the discretion of the City Manager.
