HomeMy WebLinkAboutordinance.council.030-76RECORD OF PROCEEDINGS 100 Leaves ORDINANCE NO. ~ (Series of 1976) AN ORDINANCE ESTABLISHING NEW ELECTRIC RATES FOR CUSTOMERS SUPPLIED BY THE CITY OWNED UTILITY; IMPOSING A MINIMUM CHARGE OF $5.00 FOR ALL CUSTOMERS USING 100 ~4H OR LESS PER MONTH; ~ND, IN ADDITION, A USAGE CHARGE FOR USERS OF MORE THAN 100 KWH PER MONTH CONSISTING OF A DE~AND CHARGE, FUEL ADJUSTMENT CHARGE AND ENERGY CHARGE; ESTAB- LISHING ENERGY CHARGES FOR COMMERCIAL USERS OF $.0267/KWH AND FOR RESIDENTIAL USERS OF $.0242; AND ESTABLISHING AN ENERGY CHARGE FOR ESTABLISHED ALL-ELECTRIC USERS OF $.0167/~4H (TO BE INCREASED IN $.025/K~ INCREMENTS EVERY YEAR FOR THE NEXT THREE YEARS) ~ND FOR NEW ALL-ELECTRIC USERS AFTER JULY 1, 1976,0F $.0242; AND, FINALLY, ESTABLISHING A NEW RECONNECT CHARGE OF $30.00, ALL AS MORE SPECIFICAL- LY DESCRIBED HEREIN ~HEREAS, Section 23-18 of the Aspen Municipal Code provides that all electric rates shall be as set forth in the most recent rate schedule to be set by the City Council, and WHEREAS, the City Council, pursuant to a series of recommendations found in a report submitted by the Finance Department simultaneously with the first reading of this ordinance, and at a study session conducted on May 26, 1976, is of the opinion that the rates imposed by the City of Aspen for its electric utility service should be adjusted to reflect additional costs of supply and administration, and to conserve the energy resources, and WHEREAS, the City Council has agreed on an appropriate new rate schedule and wishes to adopt the same in the most expedient manner, ~IOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO: Section 1 That from and after the effective date of this ordinance there shall be imposed on all electricity customers of the City of Aspen for retail sales of electricity the following charges: A minimum charge of Five ($5.00) Dollars to each customer (commercial, residential or all-electric user) for usage of the first 100 kilowatt hours or less during a meter reading cycle (monthly). And, in addition, a usage charge to each customer for electricity RECORD OF PROCEEDINGS 100 Leaves actually used in excess of 100 kilowatt hours during a meter read- ing cycle ~onthl~ which usage charge shall be a cumulation of the following Assessments: Demand Charge - the amount of which shall be deter- mined to be an annualized equivalent to the City's cost of demand charge as billed to it by Public Service Company. The current annualized charge is Six Dollars and 00/03 ($6.03) per kilowatt. Fuel Adjustment Charge - the amount of which will ~e determined monthly to be equal to the City's cost of fuel adjustment as billed to it by Public Service Company. ?he current charge is $.001515 per kilowatt hour. ~nergy Charge (a) Commercial (per kilowatt hour) $ .0267 (b) Residential (per kilowatt hour). .0242 (e) All-Electric (per kilowatt hour) .0167 PROVIDED that such all-electric rate shall be increased by $.0025/KWH increments on each of the next three anniversarys of the effective date of this ordinance; PROVIDED FURTHER that all electric users establishing new all-electric services from and after July 1, 1976, ~hall be immediately assessed the rate of $.0242/~H for electricity supplied. Section 2 That from and after the effective date of this ordinance there shall be imposed on electricity customers of the City of Aspen a non-refundable charge for reconnection of service in the amount of Thirty ($30.00 Dollars. Section 3 thereof shall not affect other provisions or applications of the ordinance --2-- ~f any provision of this ordinance or the application to any person or circumstance is held invalid, such invalidity RECORD OF PROCEEDINGS 100 Leaves which can be given effect without the invalid provisions or applications, and to this end the provisions or applications of this ordinance are declared to be severable. Section 4 A public hearing on this ordinance shall be held on the 14th day of June, 1976, at 5:90 P.~. in the City Council Chambers, Aspen City Hall, Aspen, Colorado.
