HomeMy WebLinkAboutordinance.council.038-78RECORD OF PROCEEDINGS ORDINANCE NO. 38 (Series of 1978) AN ORDINANCE AMENDING ORDINANCE NO. 30, SERIES OF 1976, AND ESTABLISHING NEW ELECTRICAL RATES FOR CUSTOMERS SUPPLIED BY CITY-OWNED UTILITY WHEREAS, Section 23-18 of the Aspen Municipal Code provides that all electric rates shall be set forth in the most recent rate schedule to be set by City Council, and WHEREAS, the City Council is of the opinion that the rates imposed by the City of Aspen for its electric utility service should be adjusted to reflect additional costs of supply and administration, and to conserve the energy resources; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO: Section 1 ?he electrical rates for City utility customers established in Section 1 of Ordinance No. 30, Series of 1976, is amended in part such that on and after the December 1, 1978, billing, there shall be imposed on all electricity customers of the City of Aspen for retail sales of electricity a usage charge for electricity acutally used in excess of 100 kilowatt hours during a meter reading cycle (monthly) which usage charge shall be determined as the sum of the following factors times the consumer's kilowatt-hours used during the billing period: (a) Base Charge - The amount of which shall be determined by dividing the annual base charge billed to the city by Public Service Company by the total number of kilowatt hours used in the entire city during the preceding year. The proposed base charge is RECORD OF PROCEEDINGS $445/month or $5,340/year divided by hours purchased during the period August, 1977-July, which is a charge of $.00016 per kilowatt-hour (b) Demand Charge - The amount of which shall be determined by multiplying the current demand charge rate billed to the City by Public Service Company on a kilowatt basis times .0020073. period from August, 1977-July, divided by 33,076,800 kilowatt 33,076,800 kilowatt- 1978, (The ratio of a 12-month 1978, of 66,395 kilowatts hours. ?his formula historically reflects the averaging of peak demand to energy usage.) The proposed demand rate is $4.95 per kilowatt multiplied by .0020073, which is a charge of $.00994 per kilowatt-hour. (c) Fuel Adjustment Charge - The amount of which shall be determined monthly to be equal to the City's cost of fuel adjustment as billed to it by Public Service Company. (d) Energy Charge - The amount of which shall be determined monthly to be equal to the City's energy charge per kilowatt hour as billed to it by Public Service Company. The present energy rate is $.01020 per kilowatt-hour. (e) Operations Charge - The amount of which shall be charged as follows: (1) (2) (3) Commercial (per kilowatt-hour) .............. $.01890 Residential (per kilowatt-hour) ............. $.0164~ Ail electric (per kilowatt-hour) until the July l, 1979, billing ........... $.01140 on the July 1, 1979, billing until the July 1, 1980, billing .............. $.01390 on the July 1, 1980, billing and thereafter ............................. $.01640 -2- RECORD OF PROCEEDINGS The proposed consumer rates for present purchased power rates is summarized as follows, adjustment charge which is not (1) Commercial (2) Residential excluding the exact fuel cost known until that month's billing: (3) All electric present to 7/1/79 7/1/79 to 7/1/80 7/1/80 and thereafter Section 2 If any provision of $.0392/kilowatt-hour in excess of 100 kwh $.~367/kilowatt-hour in excess of 100 kwh $.0317/kilowatt-hour in excess of 100 kwh $.0342/kilowatt-hour in excess of 100 kwh $.0367/kilowatt-hour in excess of 100 kwh this ordinance or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect other provisions or applications of the ordinance which can be given effect without the invalid provision or application, and to this end the provisions of this ordinance are declared to be severable.
