I (Series of 1970) AN ORDINANCE PROVIDING FOR SPECIAL ELECTION OF CHARTER CONVENTION MEMBERS FOR CHARTER CONVENTION FOR THE CITY OF ASPEN, COLORADO; FIXING THE TIME AND PLACE WHERE SUCH CONVENTION SHALL BE HELD; PROVIDING FOR THE COMPENSATION OF CHARTER CONVENTION MEMBERS; AND PROVIDING TIME FOR A SPECIAL ELECTION FOR THE ACCEPTANCE OR REJECTION OF THE PROPOSED CHARTER. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO: Section 10 That there shall be and hereby is submitted to the vote of the qualified electors of the City of Aspen, Colorado, a special election to be held therein on the 24th day of March, 1970, election of twenty one (21) taxpayers who shall have been qualified electors within the corporate limits of said City for at least five (5) years and taxpaying electors within twelve (12) months preceding the election, who shall constitute a Charter Con- vention to frame the Charter for said City, pursuant to the pro- visions of Article XX of the Constitution of the State of Colo- rado. Section 2. That the Charter Convention elected, as provided for in the foregoing Section of this Ordinance, shall meet at the Aspen Institute Sciences Building, Aspen, Colorado, at 7:30 P.M. on the 26thday of March, 1970, and at such other times thereafter as the Convention may from time to time adjourn. Section 3. The members of the Charter Convention elected, as provided for herein, shall serve without compensation. Section 4. That there shall be, and there is hereby submitted to a vote of the qualified electors of said City of Aspen, Colorado, a special election to be held therein on the 16th day of June, 1970, the acceptance or rejection of the proposed Charter for said City as framed by the Charter Convention. Section 5. That the questions so submitted by Sections 1 and 4 of this Ordinance shall be voted upon at said elections by the electors aforesaid at the voting places in each precinct in said City. Section 6. That the City Clerk shall provide and have ready for use on each election day, sufficient number of ballots properly inscribed for the respective questions to be voted upon, for the use of the qualified electors voting on said questions at each of the elections herein provided. Section 7. That the City Clerk shall, as provided by law, publish in the Aspen Times newspaper, the official newspaper of the City of Aspen, Colorado, a call for said special elections, to- gether with any other matters prescribed by law. That whereas the City Council of the City of Aspen has heretofore provided for a special election calling for a Charter Convention, and whereas, the majority of the voters of said City of Aspen have voted for the Charter Convention, and where- as, the City Council has completed a time table for special elec- tions, together with other elections, it is the opinion of the City Council that this Ordinance is necessary for the immediate protection and preservation of the public health, safety, con- venience and general welfare, and it is enacted for that pur- pose and shall be in full force and effect five (5) days after its final passage and publication.
