HomeMy WebLinkAboutcclc.min.07202005CCLC July 20, 2005 Chairperson Bill Dinsmoor called the meeting to order at 8:30 a.m. Commissioners in attendance: Stan Hajenga, John Starr, and Mark Goodman. Terry Butler, Shae' Singer, Marc Breslin and Don Sheeley were excused. Saturday Market Bill pointed out that Stacey DeVries awning seems like it goes out past the 16 feet in the center of Hopkin's which is a fire lane. Bill also asked why The Taste of Aspen got a reprieve from the fire lane and the Saturday market can't? John said there seems to be a lack of flow to the Connor Park. Maggie Dorrough, market manager said she has reworked the entrance to the park. David Powers and Allegheny Meadows said prior to last week the entrance was very closed. Bill said it seems that the fire easement is an on-going issue. October - commitment of vendors October sales - Staff will contact Peter Forte to find out how many produce vendors intend to stay through October. Staff will review the sales tax from past years to see if it is profitable for vendors. The CCLC decided to see who on the streets wants to stay after October 8th at the market and then revisit the issue. Mark said the market brings a huge amount of traffic to the town. Stan said we should keep the option open to expand the market. John said maybe next year is not the year to expand the market. We should wait until we re-negotiate the contract with the produce vendors. Bill suggested doing a survey to see who comes to the market. Also do a count to see how many people come to the market. Maggie said she can have someone at every entry to try and count the individuals coming in. Maggie, David and Allegheny will draw up the survey. Bill suggested the city get involved to provide shading on the street. The board suggested that a survey be handed out every Saturday at the market to get feedback from patrons. Allegheny said if we expand the market we need more produce. Bill said he doesn't want to get redundant on the produce. David Powers suggested getting someone that sells berries. John Starr - The vector of desire for Aspen - Hotel Jerome to the gondola. Bill said if there is an opportunity to connect the mall it is our duty to find out if businesses are interest and see if it will work. Recycling Jannette Murison - We need to encourage recycling in a cost efficient way. The need is there. Bill said he see trucks going all the way around town over and over to get through an alley. Why can't they do pickup for recycling late in the afternoon? Jeannette said because of the traffic. It is difficult to get out of town. Also, the dump closes early. Stan said they met with a couple of haulers due to the noise that the trucks make early in the morning. One question was how many times is the metal lid getting raised up and down. One hauler is sound proofing the top of the dumpster. They are also changing the mechanism that pulls it up over into the dumpster. Jarmette said the big picture is that the City would take over waste hauling and we would need a master plan. One problem is Colo. Law which prohibits taking over contracts. There is also a cost for the city to take over the billing. All the issues need to be solved before the City can be involved. Jannette said recycling needs to start happening. We have a commitment to see if what is proposed is happening. Bill said this creates more problems and push backs. Haulers can charge whatever amount they want. He thinks his bill will be $2,000 more a year. John's concern is the significant increase of alley furniture and the additional runs. John said the residential people are not going to like it. There will be bear problems and mandatory expenses that people are not used too. Jeannette said we have not ignored the residential areas. Traffic in the alleys will increase but there is a limit to that increase. Trash haulers offer recycling for six days a week. John and Bill feel the ordinance will not fly in the community. 2 Jeannette said recycling over the country has worked. John said he is not going to push against "feel good". Bill said the ordinance doesn't address the big picture. A lot of businesses will have to shell out money each month. Why can't we use Verdi packs for recycling? Jeannette said we have no space in the alleys for three Verdi packs. Bill said we have the Wheeler alley and no one is addressing the Mother Lode for recycling in their redevelopment plan. Bill said the choice of equipment should be number one on the list. Stan said there is nothing in the upcoming projects such as the Mother Lode, Hyatt, Limelite, Obermeyer, Residence at Little Nell, Chart House Lodge at Aspen, Skier chalet Holland house and Mtn. Chalet that address recycling requirements when you apply for a building permit. Recycling should occur up front before projects are approved and building permits are issued. John said some of our community problems could be solved if they were required on the large developments coming up first. John said it is a clear message that the recycling ordinance as written is not the right way to go. He said we were not asked to vote on this. This is just an opinion from 4 individuals. Stan said we support the ordinance but we need to think it through. People are putting in long hours and the decision makers have not put enough time in reviewing this and asking questions. Bill said the city can control time, place and manner and that was used in the two alleys that have compactors. Jatmette said compactors don't work. They cause illegal dumping. Some building owners provide their own trash and the businesses in that building can't recycle because it is out of their control. Jarmette said Terry Butler talked about noise and compactors in her alley but her landlord controls the trash in that building. She also suggested that we need incentives to get businesses to recycle. Mark said he is a strong proponent for recycling. The master plan concept should be in place before just jumping in and facing the consequences. Huge projects need the ground laid first such as the Chart House etc. Possibly the BID would play a big role in recycling if it goes forward. Bill requested the cost of recycling per contract. Jannette said she could supply that information. Lighting CCLC endorses and requests that lighting be placed on the council agenda as an action item. Mark handed out a draft letter to move forward with lighting in the malls. (attached) MOTION: John made the motion to support the letter requesting funding to pursue lighting in the malls; second by Stan.. All in favor, motion camed 4 - 0.
