HomeMy WebLinkAboutapz.gmc.res.002-99 RESOLUTION OF THE ASPEN/PITKIN COUNTY GROWTH MANAGEMENT COMMISSION RECOMMENDING CITY COUNCIL APPROVE THE GROWTH MANAGEMENT QUOATA SYSTEM EXEMPTION OF 101 AFFORDABLE HOUSING UNITS AND APPROVAL OF THE PROPOSED METHOD OF PROVIDING AFFORDABLE HOUSING FOR THE BURLINGAME SEASONAL HOUSING PROJECT Parcel No. 2735.024.09.851 Resolution No. 99 - ~GtA¢ WHEREAS, the Communi .ty Development Department received an application from the City of Aspen, owner and applicant represented by Curtis and Associates on behalf of the Music Festival and School, for Growth Management Quota System (GMQS) Exemptions and approval of the method in which affordable housing is provided, for a I01 unit, 202 bedroom, affordable housing development - know as "Burlingame Seasonal Housing" - to be located on Lot #2 of the Burlingame Ranch Subdivision; and. WHEREAS, Burlingame Ranch is located on both sides of the intersection of State Highway 82 and Owl Creek Road and is legally described in the land use application; and, WHEREAS, the Burlingame Ranch Subdivision proposes to divide the pamel into two lots: Lot #1 consisting of approximately 181.3 acres and Lot ~ 2 consisting of approximately 3.92 acres, as depicted in the land use application; and, WHEREAS, Conceptual PUD approval for a 69 unit, 203 bedroom, seasonal housing facility to be located on Lot #2 of the Burlingame Ranch Subdivision, was granted pursuant to City Council Resolution Number 7, Series of 1999; and, WHEREAS, the Final PUD application is in substantial compliance with the Conceptual approval; and, WI-IEREAS, pursuant to Sections 26.52 and 26.100 of the Municipal Code, land use applications requesting exemptions from Growth Management and approval of the method in which affordable housing is provided may be approved by the City Council at a duly noticed public hearing after considering recommendations by the Community Development Director, the Aspen/Pitkin County Growth Management Commission made at a duly noticed public hearing, the appropriate referral agencies, and members of the general public; and, WHEREAS, the Fire Marshall, Aspen Consolidated Sanitation District, the City Water Department, City Engineering, the City Zoning Officer, City Parks Department, the AsperffPitkin County Building Department, the Aspen/Pitkin County Housing Authority, the Environmental Health Department, the City Transportation Department, the Roaring Fork Transit Agency, the Pitkin County Airport Administrator, the Pitkin County Planning Department, and the Community Development Department reviewed the proposal and recommended approval with conditions; and, WHEREAS, during a duly noticed public hearing on June 15, 1999, the Aspen/Pitkin County Growth Management Commission recommended, by a six to three (6 to 3) vote, with one (1) abstention, that the Aspen City Council approve the exemption from Growth Managemem (GMQS) for affordable housing and the method in which the I IIIIII IIIII IIIIII IIII IIIIIII IIII IIIIII III IIIII IIII IIII 433969 087027199g 10:0311 RE$OLUT! DAVIS $ILV! 1 o~ 2 R 10.00 D 8.00 N 0.00 P!TKZN COUNTY CO affordable housing is proposed to be provided with the conditions recommended by the Community Development Department; and, NOW, THEREFORE BE IT RESOLVED by the Growth Management Commission: That City Council should approve the exemption from the Growth Management Quota System 101 affordable housing units and approve the method in which the affordable housing is being provided for the Burlingame Ranch Seasonal Housing project, with the following conditions: 1. The project shall consist of 100 seasonal two-bedroom units and 1 two-bedroom manager's apartment deed restricted in accordance with the recommendations of the Housing Authority Board. 2. The applicant is fully subject to all reviews and approvals by the Aspen Planning and Zoning Commission and the Aspen City Council as required in the Municipal Code. In no way shall this recommendation imply approval ofany other required approval. 3. All material representations made by the applicant in the application and during public meetings with the Growth Management Commission shall be adhered to and considered conditions of this recommendation, unless otherwise amended by other conditions.
